DEP is seeking an experienced individual to serve as a full-time Manager III (Section Chief) in the Department of Environmental Protection, Recycling and Resource Management (RRM) Division. This position serves as the lead for the development of initiatives and programs that enhance the effectiveness of the RRM Division’s implementation of solid waste programs for Montgomery County.

Key responsibilities include, but are not limited to:

• Develop and update the listing of programs the RRM division manages that are required by County and State code as well as the Ten-Year Solid Waste Plan. In cooperation with Section Chiefs, ensure the implementation approaches for these programs are developed and have staffing and resource needs identified.

• Serve as the lead for developing the implementation plans for new initiatives identified in the Ten-Year Solid Waste Plan. The implementation plans will include details on objectives of the individual programs, need for policy and/or legislative changes necessary to implement the programs, timing of changes, assistance and support needs from outside entities and partners, and staffing and resource needs.

• Serve as the lead for ensuring the implementation plans for the initiatives are executed. This will include tracking of resource and budget requests, development of project execution plans and reporting of progress to the RRM Division Chief.

• Assist the RRM Division Chief with identifying needs and approaches to address staffing and resource issues affecting the implementation of the programs necessary to carry out the Ten-Year Plan.

• Serve as the lead for updating of the County’s Ten-Year Solid Waste Plan, including the elements that move the County’s solid waste planning towards zero waste.

• Responsible for directing staff developing all technical and environmental research studies, projects and reports for Resource Recovery Facility and Compost Facility.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications:

Experience: Five (5) years of progressively responsible professional experience in solid waste management, solid waste operations, or planning and implementation of zero waste initiatives/programs.

Education: Graduation from an accredited college or university with a Bachelor’s Degree

Equivalency: An equivalent combination of education and experience may be substituted.
