Summary

This position is a Program Analyst working for the Headquarters (Region 9) in Fish and Aquatic Conservation Program of the US Fish and Wildlife Service. to assist in real property maintenance and asset planning for a diverse portfolio including 83 field stations with total assets valued at approximately $3.4 billion. This is part of a dynamic headquarters team aiming to improve aquatic conservation through the integration of animal propagation, applied science, and strategic asset management.

Responsibilities

As a Program Analyst your duties will include, but are not limited to, the following:
  • Manages and uses the Service Asset and Maintenance Management System (SAMMS) and Financial Business Management Systems (FBMS) to accomplish the following: prioritize and prepare the 5-year repair/rehabilitation plans; schedule, monitor, and report on comprehensive condition assessments; determine annual operations and maintenance costs for real property assets and report on those activities, including asset life cycle costs when necessary; provide comprehensive data on fixed assets; provide accurate and current data for maintenance and construction-project decision making; systematically identify maintenance needs/deficiencies at all field stations; and determine the non-funded maintenance backlog for the Service. The Department establishes the overall Station, Regional, and National maintenance project guidance, HQ establishes the funding priorities, which the regions use to prioritize maintenance projects. The incumbent will enable the preparation of Service-wide maintenance and construction budget requests using systematic, standardized procedures; and monitor and document corrective actions, project expenditures and accomplishments.
  • Contributes to management of the NFHS facility portfolio by (1) providing quality assurance for real property data, (2) determining and managing Federal Real Property Profile (FRPP) reporting requirements, (3) assessing administrative processes for disposal of real property assets, (4) ensuring cost savings and owned space management, and (5) developing, testing, and training for the NFHS FBMS and Service Asset and Maintenance Management System.
  • Manages the comprehensive condition assessment program and Federal Real Property Profile (FRPP) reporting; and develops resources necessary to determine costs of deferred maintenance and construction needs and deficiencies.
  • Executes a balanced asset and maintenance management program within the NFHS, to include a broad array of information related to the acquisition and management of equipment and fixed assets needed for the management of aquatic resource conservation programs to include management of cultural and natural resources, and public recreation and education programs; and serves as a staff member in FAC in matters related to management, maintenance, replacement, and construction of facilities within the NFHS.
  • Works with a variety of intra and interagency, and DOI workgroups and Programs such as the Facility Management System Partnership; the Asset Management Partnership; the Infrastructure Management Division; and others to collaborate on most effective methods for stewardship of field station assets.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-13. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13.

In order to qualify for this position you must possess:

For GS-12,
you must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience may include the following duties: (1) assisting in testing and maintaining real property or financial and business management systems; (2) reviewing and revising existing policies or guidance documents about the management of infrastructure assets; (3) recommending procedures to improve the effectiveness and efficiency of program operations; and (4) collaborating with management and staff from other offices and divisions about facility assets policies or issues.

For GS-13, you must possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience may include the following duties: (1) leading reviews to test and maintain real property and financial and business management systems; (2) using systems to improve asset management, track maintenance expenditures, capture maintenance needs, quantify maintenance activities and report maintenance accomplishments; (3) developing new policies or guidance documents about the management of infrastructure assets; (4) developing, modifying, revising, and implementing procedures to improve the effectiveness and efficiency of program operations; and (5) working with a variety of interagency workgroups to collaborate on most effective methods of facility asset management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Comprehensive knowledge of the mission and functions of the NFHS to include the NFHS field stations, their operating programs, and interrelationships; and an expert technical knowledge of the operating capabilities and maintenance requirements of NFHs, Fish Health Centers (FHC), and Fish Technology Centers (FTC) to include knowledge of the techniques, material, and labor costs associated with their operation and maintenance in order to evaluate, analyze, and advise management on future asset maintenance and operating requirements.
