Responsibilities

The Financial Crimes Enforcement Network (FinCEN) is recruiting for the position of the Associate Director, Strategic Operations Division and the duty location will be Washington DC or Vienna, VA. FinCEN is a bureau of the U.S. Department of the Treasury whose mission is to safeguard the financial system from illicit use, combat money laundering, and promote national security through the strategic use of financial authorities and the collection, analysis, and dissemination of financial intelligence.

The Strategic Operations Division (SOD) designs and implements strategic partnerships across industry and with U.S. government colleagues, as well as with foreign financial intelligence unit (FIU) counterparts and other foreign jurisdiction partners. These partnerships assist in operationalizing FinCEN's information and relationships and assist in implementing FinCEN's priorities across current and emerging global illicit finance threats. The Division ensures effective use and appropriate access and protection of Bank Secrecy Act data and provides a wide range of programs to support law enforcement efforts.

The Associate Director provides strategic leadership, oversight, direction, and coordination of programs, activities, and policies designed to strengthen and develop FinCEN's partnerships and operational engagement across all stakeholders.

The Associate Director plays a critical role in the development and strategic planning of FinCEN's stakeholder engagement, data access, and law enforcement support programs, to include various public-private partnership initiatives, multilateral and bilateral initiatives, and operational activities with domestic and international partners.

The Associate Director represents the U.S. Department of the Treasury and FinCEN in senior-level engagement, both internal and external, and keeps senior leadership apprised of activities and programs.

The Associate Director supervises and is responsible for effectively handling all personnel matters relating to the Division, including, but not limited to annual evaluations, training and mentoring, developing performance standards and metrics, and evaluating employees. The Associate Director is also responsible for assessing and managing the administrative, budget, technology, and resource needs of the Division.

Each applicant is required to submit a separate narrative statement addressing all of the ECQ's. We recommend no more than two pages per ECQ. ECQ's should be uploaded along with your on-line application (see below under "How to Apply Info"). However, current members of the career SES, former career SES members with reinstatement eligibility, and OPM certified graduates of the SES candidate development program only need to address the PTQ's. PTQ's should be addressed through the on-line application process (see below under "How You Will Be Evaluated").

Qualifications

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQ's) and the Professional/Technical Qualifications (PTQ's) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

A. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ's): OPM has identified five ECQ's that are designed to assess executive experience and potential. The ECQ's measure whether an individual has the broad executive skills needed to succeed in the SES. The following elements will be used to evaluate each individual applicant's record of knowledge, skills, abilities, and potential to ensure that the applicant possesses sufficient breadth and depth of executive qualifications for entry into the career Senior Executive Service. The ECQ's emphasize such qualities as customer service, creativity, team building, partnership, and describe the leadership skills needed to succeed in the SES as well as reinforce the concept of an "SES corporate culture." ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, and possibly foreign governments or international organizations to achieve common goals. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the ECQ's: Interpersonal Skills, Oral Communication, Written Communication, Integrity/honesty, Continual Learning, and Public Service Motivation. PLEASE NOTE: Because the fundamental competencies are cross-cutting, they should be addressed over the complete ECQ narrative. It is not necessary to address them directly as long as the ECQ narrative, in its totality, shows mastery of these fundamental competencies overall. WRITING EFFECTIVE ECQ STATEMENTS: In writing your responses to the five ECQ's, please describe your achievements in lay terminology, free of jargon and excessive reliance on acronyms. Your narrative statements should illustrate your overall record (professional and volunteer experience, education and training, accomplishments, awards and potential). Be sure to furnish examples and describe the context in which you applied your knowledge, discuss how you used skills relevant to the position, indicate the complexity and scope of your work, discuss the impact of your work, note the level of people with whom you interacted, and explain the sensitivity and criticality of the issues you addressed. Structure your statements in terms of the challenges you faced, the context or environment in which the actions were taken, the actions taken, and the outcome or results from each action (i.e., Challenge-Context-Action-Result (C-C-A-R) Model). You are strongly encouraged to review OPMs Guide to SES Qualifications (http://www.opm.gov/ses/references/GuidetoSESQuals_2010.pdf) for specific examples of the CCAR model and guidance on writing effective narrative statements.

B. MANDATORY Professional/TECHNICAL QUALIFICATIONS (PTQ'S): FinCEN has identified these PTQ's to assess the experience and potential for this specific position. Please describe fully, but concisely, how your experience supports each of the following PTQ's. All applicants must provide a response to the PTQ's. The selectee for this SES position must be able to satisfy the following requirements: 1. This position is a special sensitive position and the selectee must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance; 2. Satisfactorily complete a drug test and, thereafter, be subject to random drug testing; 3. File a statement of employment and financial interests upon entry, and annually thereafter; 4. OPM approval and a one-year probationary period will be required for any applicant who does not have SES Career status; and 5. Personal Identity Verification Credential: In accordance with Homeland Security Presidential Directive 12 (HSPD-12), the selectee(s) must be eligible to receive a Personal Identity certification (PIV) credential. If selected, you must: 1. Present two forms of identification, of which at least one must be a valid Federal or State government issued picture ID. 2. Receive a favorable background check which includes a successfully adjudicated FBI criminal history record check (fingerprint check) and a National Agency Check with Inquiries (NACI) or equivalent background investigation; and 3. Maintain eligibility for a PIV credential during your employment with the Department of the Treasury, Financial Crimes Enforcement Network as described above. Failure to comply with the PIV credential process and/or if unable to verify the applicant's identity, may result in the loss of consideration for employment. Your resume and responses to the PTQs and ECQ's are an integral part of the process for determining your basic and specialized qualifications for the position. Responses to the qualification statements that are not supported by your resume and/or supporting documentation may eliminate you from highly or well-qualified status and/or result in nonreferral. Initial review of your application will be conducted by a Human Resources Specialist or Subject Matter Expert to determine if you meet the professional/technical qualifications of this position and the ECQ's. If you meet the qualifications, you will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. A panel will conduct interviews with the top candidates and then make a recommendation to the selecting official about the top candidates that he/she should interview. Once a selection is made, the selectee's application will be forwarded to the OPM for approval by an OPM independent Qualifications Review Board (QRB), unless the selectee is a former or current career SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
