Responsibilities

This position is located in the Inclusion, Diversity, Equity, and Action Office (IDEA), Office of the Chief of Police (COP), United States Capitol Police (USCP). The mission of the IDEA office is to develop and administer a comprehensive workplace diversity program designed to ensure equity and engagement within the Department and to achieve a workforce that is reflective of a diverse labor market at all levels.

The purpose of this position is to develop program initiatives that promote a culture of diversity that considers all employees regardless of racial and ethnic identity, age, nationality, sexual orientation, gender identity and expression, social and economic status, religion, political perspective, education, and physical and mental abilities. The incumbent coordinates and delivers hands-on training and development, talent management and acquisition, human resources, workforce analytics, advising and consulting, and strategy development.

Directs the diversity, equity and inclusion (DEI) program for the USCP. Establishes goals and objectives for program initiatives and, either independently or in coordination with department staff, develops and implements DEI programs that reflects a variety of social and cultural differences; affords everyone the same opportunities; and includes the values, opinions and perspectives of all employees. Determines and tracks the content and yearly calendar of programs delivered by the IDEA office. Allocates program resources for long and short-term program goals, and overseas diversity outreach, awareness, and recognition activities and events in coordination with the Department's Public Information Office. Prepares routine reports for the Department's Executive Committee detailing the full gamut of diversity and inclusion programs deployed by IDEA.

Coordinates training and development opportunities. Identifies and recommends new or modified training, coaching, and development opportunities. Collaborates with other offices to develop or assist in the development of curriculums and prepares and delivers presentations and workshops to employees. Works with vendors to deliver diversity training to USCP employees. Reviews curriculums and makes adjustments as needed to tailor training to the needs of the department.

Contributes to the review of Department directives and policies to identify opportunities to improve DEI. Identifies procedural and regulatory deficiencies, and provides specific recommendations for correction.

Manages IDEA office employees and resources. Plans, organizes, directs, and supervises personnel and activities. Designates responsibilities to staff on a permanent and ad hoc basis to oversee and coordinate long and short-term projects. Plans and carries out the full range of supervisory and managerial responsibilities related to the assignment of work, coordination with other programs, management advisory services, technical work direction, evaluation of subordinates, recommending selections for vacant positions, resolving complaints, addressing disciplinary issues, determining or approving training needs, approving expenditures of funds, improving productivity, and appropriate use of other delegated authorities.

Serves as a resource and coach for all USCP employees through hands-on training at every level of employment Department wide, including recruitment courses, routine and ad-hoc training, and leadership training. Works with every operational and administrative bureau and office to increase awareness of IDEA's programs and external training opportunities and gather participant feedback. Executes and oversees Department coaching and mentorship opportunities.

Under the direction of the Chief of Police, serves as the executive-level diversity and inclusion strategist and expert for the USCP. Advances the visibility and strategy of the diversity and inclusion program by aligning its goals and initiatives to the overall Department's strategic plan. Creates the strategic vision for the IDEA office and synchronizes DEI concepts throughout the department's functions.

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must have Direct Deposit. Must be able to obtain/maintain a Top Secret Clearance.

Qualifications

Qualifying experience for this position includes one year of specialized experience at the CP-13/GS-15 (public or private sector equivalent) which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as experience initiating and administering diversity and inclusion strategies, initiatives, policies and alternative solutions to increase the participation rates of diverse groups, including persons with disabilities.

Additional Conditions of Employment with USCP: Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years. A criminal history check will be performed on all qualified applicants. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
