Responsibilities

The Associate Director, Interpretation, Education and Volunteers, National Park Service (NPS), Department of the Interior, is responsible for the executive direction and line management of division managers for each of the following functional areas concerning interpretation and education: Harpers Ferry Interpretive Design Center, Cooperating Associations, Volunteers-in-Parks program, interpretive training and development, and comprehensive program evaluations.
The Associate Director is also responsible for the following: 1) providing leadership, policy development, and national level guidance for the National Park Service Interpretation, Education and Volunteer organization and programs; 2) managing a balanced integration of the environmental and education philosophy and establishing priorities and direction over a wide variety of educational programs; 3) providing service wide program development, technical assistance and leadership in the Interpretation, Education and Volunteer functional areas.

  • You must complete a one year probationary period as a newly selected SES, unless you have served the required SES probationary period in a previous SES position.
  • The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 4 position; the minimum pay for this position is $158,541.00. Pay is set based on consideration of the selectee's current salary and other factors.
  • As an SES you will be required, annually, to fill out the OGE-278 Financial Disclosure form.
  • Effective January 1, 2010, OPM must authorize any employment offers we make to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-Career SES employee in the Executive Branch. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non-Career SES employee within an Executive Branch, you must disclose that information on your resume.


Qualifications

We are looking for an individual with a proven track record of working with executive teams, who possesses strong communication and interpersonal skills, has an understanding of, and experience in, interpretive training and development, educational programs, volunteer programs, and has successfully managed a large, geographically dispersed organization, and has attracted and retained a highly skilled and diverse workforce.

To be considered for this you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. To be considered for this position, applicants must address each of the Technical Qualifications (TQs) and Executive Core Qualifications(ECQs) listed below.

Your narrative submittals should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. (Adobe Acrobat required) ECQ narratives are limited to 10 pages total; TQs are limited to 4 pages total. If you exceed the page limit for ECQs and/or TQs your application will not be considered.

If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a narrative statement covering each of the Technical Qualifications (TQ's) listed below (not to exceed 4 pages). You do not need to submit a narrative on the ECQs which have been already certified by OPM. (SES CDP graduates should submit a copy their CDP program certification with their package.)
