Responsibilities

  • You will diagnose, locate, and repair malfunctions to the main operating mechanical components of large, complex heating, ventilation; air conditioning, and refrigeration systems (HVAC).
  • You will test for refrigerant leaks and use a refrigerant recovery/recycling station, to Environmental Protection Agency standards to safely reclaim, recycle, and store the refrigerant before repairs can be made.
  • You will conduct visual and audible examination of equipment components by applying prescribed test procedures and equipment, and by exploration of probable reasons for equipment failure.
  • You will perform maintenance, calibration, modification, installation, repair and replacement of analog and direct digital controls (DDC) systems and equipment.

  • NAVFAC MIDLANT is a regionalized command. The incumbent serving in this position may at any time be reassigned to a similar position at any site or workstation within the commuting area as a condition of employment.
  • May be assigned to perform tasks in non-trade related fields as an assistant/helper as workload requires.
  • May be required to serve on-call duty on a rotational basis. When on-call, incumbent is required to carry a duty cell phone and duty pager and must remain available to respond on site to after-hour emergencies within two hours.
  • Mechanic must be able to become certified in Confined Space Safety, Backflow Prevention, and Refrigerant Recovery.


Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess the Environmental Protection Agency (EPA) 608 certification exam (Universal) as a pre-qualification for this wage grade.

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: 1) Diagnose, locate, and repair malfunctions to the main operating mechanical components of large heating, ventilation, air conditioning and refrigeration systems (HVAC) such as compressors, evaporators, condensers, cooling coils, air handlers, water control valves, and air dampers; 2) Use trade tools and test equipment such as voltage, amperage, and ohm meters, electronic refrigerant leak detectors, temperature gauges, capacitors, and analyzers; AND 3) Follow safety procedures and practices when repairing air conditioning and refrigeration equipment. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

By law, all persons with access to a system or container that stores refrigerant, including A/C coolant such as R-22 or R-410A, must have Universal Certification received from an EPA approved certifying program. Certification card must be carried on person while in a duty status. The card shall be presented upon request. Any change in certification status, any Clean Air Act Section 608, 40 CFR 82 violations, EPA fines or pending EPA investigations must be reported at once to the direct supervisor and department head. Decertification may be grounds for dismissal.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Call back and emergency overtime may be required.

Shift work may be required.

A 40 hour work week is typical for this position.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Recruitment incentives may be authorized to eligible new hires.

This position is covered by the Department of Defense Priority Placement Program.

Physical Effort : Physical effort is required to maneuver equipment in and out of specific locations while dismantling and reassembling. The work requires frequent carrying and setting-up of parts and equipment weighing up to 40 pounds. The work requires making repairs and installations from ladders, scaffolding and platforms where the parts of system work on are frequently in hard-to-reach places; therefore, standing, climbing, stooping, stretching, bending, kneeling and working in cramped, awkward position is frequent and may be for long periods of time.

Working Conditions : The incumbent works both inside and outside, sometimes in bad weather, on top of tall buildings, in drafty attic spaces, and in cramped areas with low overheads. Work areas are noisy, moldy, dirty, dusty, and greasy. Work areas may be subject o variable temperatures that may occur when working in cold-storage rooms or other areas. Subject to possible injuries such as cuts, bruises, burns, and electrical shock; and possible respiratory disorders due to inhalation of refrigerant gases. Working conditions are considered in the evaluation of the job and do not meet criteria for compensation by environmental or hazard pay.
