Summary

This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Risk Assessment (DRA), PRA Licensing Branch C (APLC). The supervisor for this branch is Stacey Rosenberg. This position is in the Bargaining Unit. If additional vacancies occur, additional selections may be made.

This position has a duty station of Rockville, MD. Telework is in accordance to agency policy.

Responsibilities

The successful candidate will perform the following duties which include but are not limited to the following:
1. Performs evaluations of reliability and probabilistic risk assessment (PRA), e.g., prepares fault trees, event trees, estimates human error probabilities and runs computer programs to quantify risk.
2. Reviews "risk-informed" licensee amendment applications using Regulatory Guide 1.174 and applicable Standard Review Plans.
3. Reviews adequacy of implementation or risk informed NRC regulations.
4. Analyzes plant operating performance using PRA techniques to determine safety risk (e.g., data analyses).
5. Utilizes knowledge in the area of PRA and engineering to support, inspection and enforcement activities.

Qualifications

For the GG-11 Level: To qualify at the GG-11 grade level, you must have at least one year of specialized experience equivalent to the GG-09 grade level which is defined as experience that demonstrates the ability to perform analysis of systems and operating characteristics of reactors as well as technical issues and regulatory problems for nuclear systems; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.

For GG-12 Level: To qualify at the GG-12 grade level, you must have at least one year of specialized experience equivalent to the GG-11 grade level which is defined as experience that demonstrates the ability to perform analysis of systems and operating characteristics of reactors as well as technical issues and regulatory problems for nuclear systems, particularly those involving safety concerns; and the ability to recommend technical bases for proposed resolutions.

For GG-13 Level: To qualify at the GG-13 grade level, you must have at least one year of specialized experience equivalent to the GG-12 grade level which is defined as experience that demonstrates the ability to perform analysis of systems and operating characteristics of reactors as well as technical issues and regulatory problems for nuclear systems, particularly those involving significant safety concerns; and the ability to develop and present sound technical bases for proposed resolutions.

The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge in the field of reliability and risk assessment/engineering, in the assessment of industrial technologies including nuclear, chemical, mechanical, or aerospace.
2. Demonstrated ability to review, coordinate, and manage the activities of a project within schedule and resource limitations, and establish effective interactions with varied individuals to accomplish common objectives, and consolidate complex and assorted opinions
3. Knowledge and experience with NRC regulations, programs, and practices applicable to nuclear reactor design, operations, licensing, and/or technical system analysis or review applicable to nuclear power plants, nuclear fuel cycle facilities, nuclear materials, or nuclear waste.
4. Demonstrated ability to present technical information clearly and concisely, both orally and in writing.

Education

GG-0801 (General Engineering Series):

Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
  • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

GG-1301, (General Physical Science Series):

Basic requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
