Overview / Job Responsibilities:: The DARPA Office of the Comptroller (COMP) is the nucleus of corporate fiscal activities and prepares and submits the consolidated annual Agency budget and manages the planning, programming, budgeting and execution process. The office implements the research work of the Agency by securing resources through the budget formulation process, issuing funds to contracting agents and federal performers/research laboratories, and monitoring accounting and reporting operations performed by others on DARPAs behalf. Emphasis is on control procedures for providing budgetary review information and proprietary accounting data to meet both internal and external requirements. COMP also maintains a management information system to support DARPA requirements for accurate and timely fiscal, contractual, and programmatic information services. Minimum Qualifications:: Experience: The SME shall be a recognized industry leader in core financial support functions. The SME shall be able to develop and maintain business metrics/analytics presenting the financial health of the agency, have expert knowledge of financial systems to include databases and business intelligence tools and software, and the ability to present/brief financial 14 measures or business process improvements to senior financial and agency leadership.Education: Education requirements are not mandatory. The SME shall be a recognized industry leader in core financial support functions.This is a great position for candidates seeking to advance their career in finance and accounting. The Budget Transfer Team is at the center of all transactions within the Office of the Comptroller. The team is knowledgeable, experienced, and respected within the Comptrollers Office. They are eager to share their expertise. There are nearly four years remaining on this contract. The position offers stability, as well as a chance for lateral assignments and advancement.This position supports the Budget Analysis Division (BAD) one of four divisions within the DARPA Office of the Comptroller. BAD has overall responsibility for fiscal accountability and reporting of appropriated resources, allocating funding, tracking, and reporting spending,The Budget Transfer Team assist BAD to ensure execution stage (current fiscal year planning, fund certification and obligating of the budget) is in compliance with all applicable OMB-Circulars. The candidate will also back up other Budget Transfer Team related tasks.The candidate must have expert knowledge of financial systems, possess strong analytical skills, is detailed oriented, a quick learner, and has strong Excel, PowerPoint, and database skills. Must possess skills to develop and maintain business metrics/analytics.The Budget Transfer Team uses the following systems and software:Operating Systems: Microsoft Office Suite Proficiency (Excel, Power Point, Word, Outlook, Access, Microsoft Teams)(Excel V-lookup, Pivot Tables and Macros)Databases/Tools/Systems: Enterprise Funds Distribution (EFD), FINDEX (CMIS, Budget Change, DAI Budget Transfer, DAI CR Plan Load, DAI Monitor, DAI Project Maintenance, PE Recon, Reports)Oracle: Defense Agency Initiative (DAI (ERP))Software Packages/Tools: Oracle Federal Financials 12: B2R, Fed Admin, OBIEE, iProcurement, P2PMicrosoft Office 365 (SharePoint)Zoom Video Conferencing Desired Qualifications:: -Strong Analytical Skill sets, with prior knowledge of financial systems.-Database skill sets knowledge with the ability to manipulate or create data within the DB.
