An Overview
The City of Alexandria’s Finance Department is looking for a motivated, responsible, detail-oriented Management Analyst II to join our team. Serving in the Department’s Office of Real Estate Assessments, the Management Analyst is responsible for entering and maintaining the accurate records for all locally assessed real property in the City of Alexandria. The employee will also manage the real estate review and appeal process from managing requests for administrative review to serving as the Clerk of the Board of Equalization for assessment appeals. Throughout the year, the management analyst will provide ongoing operational support within the Office of Real Estate Assessments and to the Director of Finance, including procurement, communication and correspondence, administration of personnel matters, and general administrative and analytical work to support the valuation and subsequent billing of the City’s $45 billion real estate property database.

What You Should Bring
The ideal candidate has a fundamental understanding of the municipal government real estate assessment function. Additional skills and abilities include:
  • Knowledge of computerized systems such as those used to maintain a complex property database.
  • Ability to work independently, managing several multi-phase processes throughout the year.
  • Excellent organizational skills and attention to detail.
  • Ability to communicate, both orally and in writing, with residents and business owners
  • Ability to establish and maintain effective working relationships with co-workers and other departments.
  • Experience with program and process improvement to increase efficiency and effectiveness
  • Excellent Microsoft Office skills (word, excel, power point).
The Opportunity - Examples of Work
  • Manage the review and appeal process, to include tracking requests, responding to inquiries, supporting the appraisal staff as needed
  • Provides primary staff support for the City’s Board of Equalization
  • Administer the annual Income and Expense Survey of all income producing properties
  • Provide administrative support of the City’s annual real estate assessment process, including printing, mailing and publication of information and coordination of all stakeholders.
  • Assists the public on the phone, at the front desk, as well as respond to written inquiries that deal with real property information.
  • Provides direct administrative and analytical support to the Assistant Director of Finance - Real Estate (City Assessor) and the appraisal team.
  • Performs related work as required.

About the Department
The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for: the assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City’s financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City’s risk and safety programs, and managing the City’s pension plans. The Finance Department has seven divisions and in fiscal year 2021 is operating with a total budget of $13.2 million and 107.25 FTE positions. The goal of the Finance Department is to treat all employees, residents, and business owners professionally, with fairness and compassion.

Minimum & Additional Requirements

Four-Year College Degree with course work in real estate, business, public administration; Considerable experience in a position involving financial analysis, public administration, program planning and evaluation, project management or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Three-five years of experience in real estate records management, tax assessment and appraisal procedures, or local government real estate or tax experience. Ability to manage a city-wide, community-oriented program or process.
