Summary

This position is located in the Executive Office of the President, Office of Administration, Office of the Chief of Operations, Facilities Management Division. The incumbent will serve as a Space Planning and Budget Operations Specialist responsible for overseeing the rent portfolio for the EOP Components, space planning, Contractor Officer Representative, as well as performing budget work.

Responsibilities

As a Space Planning and Budget Operations Specialist, GS-1601-11/12, your typical work assignments may include the following under supervision:
  • Serve as the lead facilities representative overseeing the rent portfolio program for the EOP components working with the OA CFO and GSA. This program requires monthly rent reconciliation and validation of all office space under this program both in cost and square footage.
  • Responsible for documenting and providing changes of the space to OCFO and GSA as they occur to allow for proper identification and allocation of the space rent. Identify financial impacts to rent when components increase or decrease their footprint of space on the EOP complex (EOPC).
  • Coordinates with the Interior Design team to develop office layouts, advises and coordinates space allocations to accommodate expanding and changing mission requirements. Coordinates with management officials, GSA representatives, and other staff regarding space alterations and construction projects to ensure the design, layout and other considerations meet broad facilities management policies, procedures, and requirements. Employs Computer Aided Design (CAD) tools to develop, modify and present conceptual facility design for review and approval.
  • Serves as Contractor Officer Representative (COR), plans, and carries out a wide range of duties that provide support for facilities contracts. Implements contracts, RE01499 prepares documents, monitors operating procedures, and coordinates with Contracting Officers to resolve issues concerning contract procedure, and funding.
  • Performs budget preparation and execution duties involving the use of government issued credit cards and funding aspects of the Reimbursable Work Authorization program.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as the following: (1) Expertise in applying and interpreting budget guidelines and tracking expenditures; (2) Expertise in tracking expenditures in an automated system; (3) Experience overseeing multiple lease agreements and ensuring proper legal authorities; (4) Assist in the preparation of justifications for space requests pertaining to personnel, administrative space, unit equipment, and storage and develop layouts.

B. Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M.

C. A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

Specialized experience is defined as the following: (1) Expertise in applying, interpreting, and executing the full budget process and knowledge of Federal guidelines; (2) Expertise in tracking expenditures in an automated system; (3) Experience overseeing multiple lease agreements and ensuring proper legal authorities; (4) Reviewing justifications for space requests pertaining to personnel, administrative space, unit equipment, and storage and develop layouts and coordinates space allocations to accommodate mission requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
