Responsibilities

This position is located in the Office of Financial Management (PFM). The incumbent serves as a Financial Specialist in the Audit Management (AM) Division. The AM Division has primary staff responsibility in the Department for monitoring and coordinating all audits, corrective action plans and recommendations issued by the Government Accountability Office (GAO), Office of Inspector General (OIG) and the Independent Audit, developing audit financial management policies, procedures, and initiatives, and providing related guidance and oversight to bureaus and offices related to audits.

$122,530 - $159,286
* First time hires to the federal government typically start at the beginning salary in the range for their respective grade.

Major duties include, but are not limited to, the following:
  • Provides oversight, technical guidance and support to managers and office and bureau staff as they conduct risk assessments and plan and scope internal control assessments (reviews of controls over programs and operations, financial reporting, and financial systems).
  • Documents business processes and controls, evaluates the design and operating effectiveness of controls, identifies and corrects deficiencies, and reports on internal control.
  • Reviews risk assessments and determines the sufficiency of planned internal control reviews in support of annual assurance statements and evaluates support for completed assurance statements.
  • Provides oversight and counsel, coordinates, and monitors activities, leads and participates in meetings and discussions, and evaluates prepared documentation concerning risk assessment and internal control reviews.
  • Examines the effectiveness of proposed corrective actions for control deficiencies and monitors progress towards the timely completion of material weakness corrective actions.
  • Provides management oversight and technical guidance and support to bureaus and offices in fulfilling the requirements of the Department's audit follow-up program. Participates in audit entrance and exit conferences.
  • Supports and monitors assigned bureaus and offices to correct control deficiencies and non-compliance issues on schedule and to implement audit recommendations that address the issue(s) and are sustainable over time.
  • Leads effectively in assigned functional areas, e.g., Single Audit Act; Grants Management; Internal Controls over Programs and Operations; OIG/GAO Audit Follow-up; and enterprise internal control testing.

  • The Office of Financial Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.

    Qualifications

    To qualify at the GS-14 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-13 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as demonstrated experience with the following:

    1) Experience applying analytical skills and evaluative methods and techniques for assessing financial programs to improve operational and organizational effectiveness and efficiency;

    2) Experience documenting and presenting policy guidance and recommendations to staff and management on a variety of financial management issues;

    3) Experience analyzing compliance with Office of Management and Budget (OMB) Circular A-123 - Management's Responsibility for Enterprise Risk Management and Internal Control and Appendix A to Circular No. A-123 - Management of Reporting and Data Integrity Risk; and

    4) Experience coordinating, leading or overseeing internal control reviews to ensure financial/accounting processes are conducted accurately.

    Must meet all four.
