The primary purpose of this position is to serve as Logistics Career Field Manager for the Director of Resource Integration, Deputy Chief of Staff for Logistics, Engineering and Force Protection, Headquarters U.S. Air Force.

Responsibilities

  • Plans, organizes and directs the activities of the Logistics Civilian Human Capital program to ensure compliance with legal and regulatory requirements meet organizational goals and objectives and meet customer mission needs
  • Primary Logistics program management lead responsible for total force civilian Logistics Human Capital recruitment, development and sustainment through application of Human Resource Life Cycle Management.
  • Analyzes, develops, prepares, and presents Logistics Career Field informational and promotional material to target audiences and represents HAF/A4P
  • Serves as executive advisor on programs and initiatives for CFM, maintains cognizance on the effectiveness and status of various programs and activities by tracking and reviewing program status, metrics, reports, and results.

Qualifications

This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule Administrative and Management, Logistics Management Series, 0346

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Example of specialized experience includes Mastery knowledge of critical strategic Logistics programs, their underlying statutory and regulatory framework, and the interrelationships with related DoD-wide and private sector activities to formulate, analyze and implement broad programmatic Career Field Management programs; develop and oversee large complex studies and projects with farreaching impact; and identify and develop strategies in response to emerging Logistics mission requirements. Comprehensive knowledge and ability to conceive, plan, and manage all aspects of a unique program or project of broad scope impacting a critical OSD Program. Work requires knowledge of equivalent analytically demanding issues such as the ability to initiate, design, integrate, implement, and evaluate CFM policies and practices for HAF. Advanced understanding and knowledge of broad CFM concepts that facilitate the ability to generate and analyze projects and programs which depart from previous practices and which require the initiation of Logistics innovations, concepts and principles.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Thorough and comprehensive knowledge of the policies, practices, regulations and laws concerning civilian career field management and administration, including accessions, utilization, development, sustainment, short and long-term strategic planning, data support and resource management
  • Comprehensive knowledge of the mission, roles, functions, organizational structures and operation, of the Department of Defense and its organizations that govern, interface with and/or influence utilization of issues, within the logistics career field development; to include a broad knowledge and understanding of the logistics career field.
  • Extensive knowledge and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain a credibility with others on technical matters.
  • Skill/proficiency in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Skill in managing and coordinating complex activities, gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
  • Extensive Ability in preparing special studies and staff reports including the ability to meet emergent and/or changing program requirements within available resources.
  • Ability to communicate effectively both orally and in writing negotiate complex issues, and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
