Responsibilities

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) Financial Management Directorate is seeking self-motivated, team-oriented budget analysts capable of operating with broad, goal-oriented guidance in a fast paced, sometimes stressful, environment. Budget Analysts perform a variety of services covering full-spectrum, Budgeting, and Execution responsibilities.

At the Pay Band 4 level, Budget Analysts possess strong analytical skills and are expected to serve in positions providing budget analysis support to complex programs. The Budget Analyst could be experienced in all aspects of the DoD/IC PPBE process and engages with
program managers and senior leaders to provide financial management expertise. PB4 Budget Analysts independently prepare and present
information and decision papers and briefings that include impact statements and recommended alternatives.

Budget Analysts are typically closely aligned with specific programs, serving with a focus inward to understand program requirements and
the related resource information. They maintain program level financial data and understand program level requirements data. They
accurately enter, track, and modify resource data in NGA's financial systems. They have exposure to the acquisition cycle such that enables
them to best support Program Managers by providing accurate, timely, and value-added financial data in support of decision making. They are innovators and change agents to improve organizational efficiency and effectiveness and to develop and implement analytic processes that advance the financial management tradecraft.

Budget Analysts are responsible for formulation, analysis, presentation, and defense of NGA's program budget submission as well as the
execution of NGA's annual appropriated funds in accordance with oversight guidance and Agency priorities. Budget Analysts utilize NGA's financial systems to analyze resource information and use data analysis and visualization tools to extract and convey pertinent budget data within the appropriate context to support consequent decision making.

Budget Analysts utilize sound data management techniques to automate financial data and reduce administrative errors. Incumbents will be required to obtain a DoD Financial Management Certification Level 3 within 2 years of taking their position.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Experience with the budget process such as Budget Execution/Budget Formulation, and Justification that demonstrates knowledge of commonly used budget methods, processes, procedures, and regulations.
2. Experience with analyzing budget issues, conducting research, and drafting or coordinating recommendations in response to budget-related inquiries from internal and external customers.
3. Demonstrated ability to work independently and exercise resourcefulness, including the ability to multi-task between projects and adapt to shifting priorities.
4. Experience in effectively communicating complex financial issues, recommended solutions, and/or the status of corrective actions.
5. Experience with using financial databases and systems, and spreadsheets to accomplish budget related tasks.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Business Management, Business Information Systems, Finance, Public Administration, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in Accounting, Budget Analysis, Financial Analysis, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to 1 year of experience. Candidates should show their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years experience in Accounting, Budget Analysis, Financial Analysis, or a related area that demonstrates the ability to perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Demonstrated ability to understanding of basic relational database structures, financial databases and systems, and spreadsheets (including the database functions of spreadsheets).
2. Experience with IC or DoD Planning, Programming, Budgeting, and Execution (PPBE) processes and its functions.
3. Experience in the federal budget execution process.
4. Demonstrated expertise with applying comprehensive knowledge of budget execution policies and procedures while reviewing, analyzing and advising FM leadership on the progress and timeliness of satisfying deliverable timelines.
5. Demonstrated experience with applying comprehensive knowledge of budget policy and procedures while reviewing, analyzing, and advising Financial Management leaders on the progress and timeliness of compiling complex budgetary data.
6. Experience with presenting, defending, and justifying budget request to Congress.
