Job Description: We have an opportunity for aHealthProgram Manager to join our team. Thesuccessful candidatewill overseeprogramsin support ofU.S. Department of Health and Human Services (HHS) and the Operating Divisionsandwill beresponsible formeeting or exceedingoverall performance objectives, contract deliverables, quality control (QC), and the placement of qualified personnel. The Program Manager will serve as the authorized point of contact withthe customerand Project Managersto ensurecontract compliance andexceptionalperformance.Typical responsibilities includeResponsible for overall success of all tasks being performed under an indefinite delivery, indefinite quantity (IDIQ) or Blanket Purchase Agreement (BPA) vehicle.Manage multiple task orders (TOs)/projects and provide oversight and guidance with optimal and efficient resource management.Responsible for overall profit, loss, and successful execution of IDIQ/BPA and all TOs or projects.Develop, implement, and perform all program management processes for multiple diverse, complex workstreams.Identify opportunities and initiate, support, and participate in negotiations with prospective customers to grow work in the form of additional TOs under the IDIQ or BPA.Lead and manage the overall TO proposal development process from pre-proposal phase through post-proposal phase.Develop, recommend for approval, manage, maintain, update, and adhere to project schedules, estimates, and ensure budgets and are complete, realistic, and completely meet program goals.Update the project schedules monthly with percentage of work completed, schedule date changes, or other schedule changes as requested by the customer.Ensure scope, cost, schedule milestones, and performance metrics are met or exceeded.Assess, monitor, mitigate, and resolve overall IDIQ/BPA and TO risks and issues.Ensure all contract deliverables are provided to the customer and approved per the requirements of the IDIQ/BPA and/or individual TOs.Meet as requested with the Contracting Officers Representative (COR) to discuss task areas and any problems; and, to determine future tasks to be undertaken, meetings to be attended, and persons to be contacted on a weekly basis.Document all customer meetings by providing a formal recap of any risks identified in the meeting, issues discussed in the meeting, the decisions rendered and the action items for each meeting member to address immediately following each meeting.Lead and oversee strategic planning across TOs or projects and provide guidance and recommendations to customers and project teams.Lead and mentor Project Managers and team members.Ensure constant and proactive communication with customers, Project Managers, team members, and subcontractors to actively mitigate any issues or concerns.Coordinate knowledge sharing across IDIQ/BPA TOs and identify and gain efficiencies among staff and customers.Promote and encourage a one team attitude at all levels internally and externally.Provide program, project, and operational status updates as required by the government.Design, develop, and deploy program and project management dashboards and related tools.Prepare weekly/monthly/annual reports, meeting agendas, minutes, briefings, speeches, papers, letters, manuals, job aids, or other documents at the request of the customer. Qualifications: Bachelors degree in Management, Business, Health, IT, or related field. Masters degree preferred.10+ years of progressive experience in program and project management, with at least 5 years in the Federal Health IT.Experience in a scientific research or clinical environment supporting a Federal agency.Project Management Professional (PMP) certification preferred.Must be eligible to obtain a Public Trust clearance.Experience in management and direction of large, cross-functional technical teams.Demonstrated ability to effectively coordinate and collaborate across multiple diverse, complex workstreams and multi-agency stakeholders.Excellent presentation and communication skills in both oral and written form.Ability to manage dynamic deadlines and adaptability to shifting priorities.Ability to balance customer needs and level set expectations based on resource capacity.Strong attention to detail and ability to maintain proactive communication.Excellent problem-solving and analytical abilities.Strong customer service and interpersonal skills.
