Summary
NNSA is a semi-autonomous agency within the U.S. Department of Energy responsible for enhancing national security through the military application of nuclear science. NNSA maintains and enhances safety, security, and effectiveness of the U.S. nuclear weapons stockpile without nuclear explosive testing; works to reduce the global danger from weapons of mass destruction;provides the U.S. Navy with safe and effective nuclear propulsion and responds to nuclear and radiological emergencies.

Responsibilities
The incumbent serves as the Principal Assistant Deputy Administrator for Enterprise Capabilities, reporting directly to the Deputy Administrator for Defense Programs. Provides continuous advice to the Deputy Administrator on the development of broad policy guidelines and initiatives which are then translated by Office elements into functioning programs. Represents the Deputy Administrator with other Departmental organizations concerning broad national security requirements and transformation of the nuclear weapons complex, as well as interfacing with Department of Defense offices and organizations.
Provides integrated strategy and funding advices related to the maintenance and enhancement of the safety, security, and reliability of the U.S. nuclear weapons stockpile, and crosscutting assessments and their applicability t, and impact on, Departmental programs an policies. Develops broad policy conceptualizations to be used as the basis for the program budgeting process, long-range strategic planning, and central procurement actions and represents the Deputy Administrator on task teams, focus groups, and similar senior staff reviews of departmental programs, policies, and operations. Serves as advisor to Defense Programs management on all aspects of budget policy, including coordination within and outside of the NNSA and the Department.
In the absence of the Principal Assistant Deputy Administrator for Stockpile Sustainment, may act as the Deputy Administrator for Defense Programs when the Deputy Administrator is absent for all functions with full authority and responsibilities of the Deputy Administrator.

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program for a large organization. Mandatory Technical Qualifications (MTQs): NOTE: Please limit your written statements to one page per MTQ.
1. Experience in managing complex organizations, including your ability to manage diverse technical staff and administrative; gather, analyze, and evaluate information to establish program objectives and priorities; perform multi-year programmatic planning and budget estimation; and ensure delivery of mission needs on schedule and within budget.
2. Knowledge and experience in analyzing program-budgetary relationships as they relate to multi-year projects to plan, estimate, and modify multi-year appropriated funds to carry out the Nation's strategic defense programs.
3. Knowledge of weapon materials, technologies, systems, and production methods related to the Defense Programs mission in order to effectively advise the Deputy Administrator on a wide variety of programmatic options, opportunities, risks, and requirements.
4. Experience or ability to effectively communicate technical information orally and in writing; present facts and information to support mission needs; work and/or collaborate with entities such as national laboratories, plants, sites, U.S. Congressional staff, external oversight organizations, high-level agency heads and managers, international partners, and other key stakeholders.
