Summary

Serves as a recognized authority and expert in performing a wide range of duties which focus on planning for the enhancement of current/future management information systems. The incumbent is a senior analyst and technical advisor for systems planning and development projects, which require the testing of new technologies and coordination of long-range systems design plans. Serves as a Management Information systems expert responsible for planning Advanced systems projects.

Responsibilities

  • Serves as a recognized authority and expert in the Office of the Inspector General, Office of Information Technology, performing a wide range of duties which focus on planning for the enhancement of current/future management information systems.
  • The incumbent is a senior analyst and technical advisor for systems planning and development projects, which require the testing of new technologies and coordination of long-range systems design plans.
  • Develops work plans and detailed systems analyses and designs of new/existing major systems/sub systems and oversees software development, testing and Implementation activities.
  • Plans, sets priorities and develops systems analysis techniques and analytical approaches in the area of structured analysis, structured programming and information modeling.
  • Prepares and/or oversees the preparation of technical specifications, work plans, etc., for the acquisition of software, hardware and communications products which impacts Office of the Inspector General applications.
  • Represents the office as directed for assigned projects in meetings and discussions with representatives of industries and private organizations in specialized areas of Information System Architecture, Information Resource Management.
  • Provides authoritative advice to executive level managers. Conducts continuing review of computer technology developments applicable to system design and prepares long range forecasts of developments relevant to OIG applications.
  • Serves as a Management Information systems expert responsible for planning advanced systems projects as well as planning, organizing and directing studies to develop long range administrative Automated Data Processing forecasts and recommendations.
  • Conducts studies and tests for the purpose of evaluating hardware and software to insure that the most efficient procedures, systems, methods and resources are utilized.
  • Conducts evaluations of existing computer systems to determine cost, performance and adequacy.

To qualify for the 2210 IT Specialist series , applicants must demonstrate the following IT-related competencies:

In addition, to qualify for this GS-13 level position, applicants must possess and demonstrate 52 weeks of specialized experience at or equivalent to the GS-12 level (or above) in the federal service that is in or related to the work of the position filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Such experience is focusing on planning for the enhancement of current/future information systems. In addition, specialized experience in working as an analyst and advisor for systems and Pega development projects, to include using Pega toolsets to design, develop, test, deploy and improve large-scale Business Process Management (BPM) applications. This requires integrating Pega software, designing data models and frameworks and the testing of new technologies and coordination of long-range systems design plan. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. The incumbent must demonstrate a significant depth of technical understanding of the Pega platform upon hire.
