Responsibilities

The Office of Analytics (OA) in the Alcohol and Tobacco Tax and Trade Bureau (TTB) serves as the central resource for data governance and advanced analytics. We are looking for an Assistant Director, Data Governance, who can lead data warehousing, data integration and data governance efforts to provide high quality data for business intelligence and advanced analytics.

As the Assistant Director, Data Governance, you will:
  • Lead and manage TTB's Data Governance Program, by establishing standards for data quality, metadata management, and other key knowledge areas to collectively manage data assets.
  • Chair TTB's Data Governance Board, and engage with data stewards and other stakeholders at different levels across the organization to ensure high quality data and analysis.
  • Serve as a liaison between business and technology to ensure data is "fit for purpose" in decision-making and business analysis, and to ensure data governance policies, roles and responsibilities are clearly defined, communicated, and well understood.
  • Lead a technical team to integrate and model data from a variety of transactional data sources in a data warehouse for business intelligence and advanced analytics.
  • Design and implement detailed data warehouse architecture models and data mappings, and lead resolution of issues throughout the development lifecycle.
  • Provide strategic and tactical guidance, based on best practices, on data warehousing, data profiling, and integration.
  • Develop metrics and performance standards for data quality and metadata management.
  • Lead data quality and metadata management improvement projects, and devise solutions with technical teams to ensure high quality data is collected, and poor data is corrected.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

- Demonstrated integration and modeling of transactional data from a variety of sources in an enterprise data warehouse to enable effective business intelligence; AND
- Managing and improving data quality and metadata, such as through the development of policies, tools, preventive or corrective actions; AND
- Demonstrated leadership and advocacy on data improvement projects, including providing technical solutions and obtaining consensus from technical and non-technical stakeholders at different levels of an organization; AND
- Providing strategic and tactical guidance, based on best practices, on data warehousing, data profiling and integration; AND
- Serving as a liaison between business and technology to ensure data is fit for decision-making and business analysis, and to ensure data governance policies, roles and responsibilities are clearly defined, communicated, and well understood.
