Responsibilities

Serves as the Human Capital Data Analyst responsible for developing workforce analytics, building, and maintaining interactive analytical dashboards and data visualizations; serving as an expert level data analyst resolving a myriad of complex quantitative and statistical issues related to the strategic management of human capital; and for providing data analytics products and services to drive strategic business and human capital decisions.

As a HUMAN CAPITAL DATA ANALYST GS-0301-13, your typical work assignments may include:
  • Serving as the expert on leading edge methods of integrating advanced analytical methods and techniques, quantitative and statistical data analyses, and on the development of workforce analytics, measures, and metrics.
  • Applying statistical methods and concepts, rules, and modeling methods to discover patterns, relationships, and trends in large datasets to tests hypotheses and predictions using statistical programming software. Conducts data mining and develops standard queries to be used by program stakeholders.
  • Making recommendations on best practices to improve predictive analytics, statistical sampling, modeling, data mining, data warehousing processes, and other uses of advanced analytics and information technology.
  • Evaluating and interprets data extracts and reports from Human Resources (HR) personnel systems assessing relevant data sources' validity and reliability to meet project needs and develops innovative approaches to aid stakeholders in understanding and utilizing analytical reports.
  • Leading data collection and validation of data from a variety of sources. Employs state-of-the-art statistical and data analysis techniques in the producing analytical reports and in communicating the technical data requirements to data providers.
  • Identifying trends, correlations, and causations within large datasets to provide a synopsis of emerging trends, challenges, and recommendations for change.
  • Leading the preparation of quarterly reporting and analysis of data, and proactively produces studies or reports that employs state-of-the-art statistical and data analysis techniques.
  • Developing and implements dynamic data visualizations and interactive reporting to provide meaningful insight from the data (such as dashboards, scorecards, and graphs).
  • Developing and applies predictive modeling/forecasting to help foster performance toward service targets, priorities, objectives, and goals to leverage techniques to influence business decisions on human capital planning strategies.

Qualifications

Ideal Candidate Statement:
The ideal candidate for the Human Capital Data Analyst has experience working independently, being able to fuse advance data analysis, research, mathematics, and statistical techniques with data mining, data warehousing, data modeling to analyze large data sets to resolve workforce data analytics issues. The ideal candidate has experience presenting clear and concise data/information both verbally and in writing to foster understanding and acceptance of recommendations and/or report findings to senior leadership. Experience analyzing trends, measuring metrics, and developing data visualization dashboards is highly preferred.

Specialized Experience:

To qualify for the GS-13 grade level, you must have one year of specialized experience equivalent to the GS-12 grade level in the federal government. For this position, specialized experience is defined as:
  • Experience applying a wide range of quantitative and qualitative analytical methods to evaluate and identify patterns, trends, correlations in large data sets to devise innovative analytic solutions; and
  • Experience using analytical software to develop interactive data dashboards and visualizations, workforce analytics, and ad-hoc data reports; and
  • Experience telling data-driven stories leveraging statistical and analytical data in creative ways to show patterns and draw conclusions to help drive data-driven decisions.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
