Responsibilities

  • Serve as a Supervisor of the 7th Signal Command (Theater) G5 Enterprise Network Infrastructure Branch (NIB).
  • Responsible for designing, planning, supervising, coordinating, and implementing Enterprise information technology network infrastructure technology within the Army Continental United States area of responsibilities.
  • Lead a team of satellite communications planners who provides network mission planning support to training, contingency, or humanitarian missions and deployments.
  • Develop performance standards, evaluates employee's performance, and reviews employee standards.
  • Analyze overall organizational effectiveness by assessing levels of quality and responsiveness, and the impact of substantive developments or changes within the Army, other government entities, or the private sector.
  • Perform a full range of contracting responsibilities as the 7th SC (T) proponent for centralized acquisition and management of short-haul telecommunications.
  • Attend technical conferences, meetings, and symposiums sponsored by technical, scientific, and engineering societies.
  • Provide authoritative on-the-spot decisions for solutions of complex and controversial management problems.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • Nondisclosure Agreement: This position requires access to classified information. Incumbent of the position will be required to complete a Standard Form (SF) 312, Classified Information Nondisclosure Agreement (NDA).
  • This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime which may include evenings, weekends, and holidays.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Information Technology Specialist (Network Services):

Specialized and Other Experience: One year of specialized experience which includes supervising or leading a team of Information Technology professionals; developing standard operating procedures, concepts of operations and/or decision papers for various network infrastructure initiatives; providing technical assistance to multiple organizational levels in connection with telecommunication network infrastructure; and evaluating system performance and recommending improvements to network infrastructure architectures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted. This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Personnel appointed in writing to a position with evaluated privileges must obtain the appropriate certification within six months of being assigned. Cisco Certified Network Professional (CCNP), Juniper Certified Network Professional, Cisco Certified Internetworking Expert (CCIE), Juniper Networks Certified Internet Expert (JNCIE), or other vendor equivalent network professional certifications are preferred. The incumbent/selectee is required to satisfactorily complete the appropriate computing environment training and obtain the required certification applicable to the computing environment and baseline certification for IAM-II. IAM-II courses are Certification Authorization Professional (CAP), COMPTIA Advanced Security Practitioner Continuing Education (CASP+ CE), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP or Associate), GIAC Security Leadership Certificate (GSLC), or Certified Chief Information Security Officer (CCISO). Failure to satisfactory obtain and/or retain updated certifications in accordance with (IAW) publication listed are grounds for termination unless the command waives the requirement.
