Summary

This position is located in the Portfolio Management Division of the Office of Strategic Planning, which serves the Information Resource Management (IRM) Bureau and the U.S. Department of State as a central support service for effective business and management decisions about the efficient use of technology in the execution of the Foreign Affairs mission. The incumbent advises, plans, and leads the coordination of IT Capital Investment activities and provides staff support.

Responsibilities

  • Performs a wide range of Information Technology planning and management activities.
  • Develops talking points, issue papers, agenda and memoranda for senior government officials of various governance groups.
  • Oversees the development of program plans, policies, and standards, and interprets and implements metrics for the evaluation of Information Technology program effectiveness and efficiency.
  • Assesses Information Technology projects proposals for overall risk and value and provides analysis and recommendations to support budget planning and formulation processes.
  • Develops policy guidance for the operation, maintenance, and enhancement of various capital planning and asset management tools.
  • Manages the development of training requirements and provides technical advice and guidance to project managers.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants applying for the GS-12 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations.
  • Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; recommending procedural changes based on customer needs.
  • Oral Communication - Conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding.
  • Problem Solving - Solving complex or sensitive problems by participating in the development of strategic alternatives; identifying possible conflicts and shared benefits; helping a team anticipate problems and identifying and evaluating potential solutions.

  • AND

    Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience monitoring and reporting the performance of Information Technology projects.

    Experience conducting training in budget, planning, or project management.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-12 position.
