About the Position: This Lead Firefighter (Basic Life Support/Hazardous Material Technician) GS-0081-08 position with the Directorate of Emergency Services, Fire Prevention and Protection Division, is located at Fort A.P. Hill, Virginia.

*Fort A.P. Hill falls under the Richmond general schedule pay scale, with a locality pay of 19.95%. Fort A.P. Hill does not fall under the Washington, DC metropolitan area pay scale.*

Responsibilities

  • Serves as a Lead Firefighter directing the operation of one major piece of firefighting apparatus and an ambulance crew.
  • Performs a variety of firefighting, EMT and Hazardous Material Technician duties.
  • Operates emergency-transport vehicles and equipment such as telephone and radio-communications equipment and systems.
  • Performs fire protection inspections and maintains records of deficiencies found.
  • Responds to accidents and other emergencies involving injuries and illnesses.
  • Analyze hazardous materials incidents and develop a plan of action to include safety considerations and appropriate decontamination procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. You will be required to sign a DA 5019 and take and pass a urinalysis test prior to appointment and periodically thereafter.
  • Must be able to pass pre-appointment and subsequent periodic medical examinations IAW DoD 6055.5M to determine fitness for continued performance of the duties of the position.
  • This position requires the employee to wear uniform and/or protective clothing weighing up to 100 pounds.
  • Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain in duty after the official shift ends, i.e. mandatory overtime; recall to duty.
  • The work requires the incumbent to drive a motor vehicle. An appropriate, valid state and government driver's license is required as well as Vehicle Operations certification to operate all vehicles assigned to the Department.
  • This position requires you to work 72 hours per week (144 hours per pay period) to include weekends and holidays and may be subject to recall after normal tour of duty in cases of emergencies.
  • This position requires participation in a cardiovascular physical fitness program
  • This position requires the incumbent to successfully complete an annual Job Performance Test.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes directing personnel in firefighting activities and medical emergencies, analyzing hazardous materials incidents and selecting appropriate decontamination procedures, conducting fire inspections and overseeing the maintenance of fire station and/or firefighting equipment and vehicles.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.

Education

  • Maximum Entry Age: (a) For initial appointments, you cannot have reached your 37th birthday by the day of appointment. (b) If you have passed the designated entry age limit noted, but have previously served in a covered position you may be eligible to re-enter the fire service provided that you: 1) meet all applicable qualifications for the position; and 2) will be able to complete a total of 20 years of covered and creditable federal firefighter service by the time the federal firefighter reaches the age of 57. Prior service in covered positions and credit towards retirement may be subtracted from your age to determine if the federal firefighter meets the maximum entry age.

  • This position requires that you have the following Department of Defense (DOD) Firefighter Certification or International Fire Service Accreditation Congress (IFSAC) or National Professional Qualification System (NPQS)/ProBoard certification: Firefighter I and Firefighter II, Fire Officer I, Fire Instructor I, Fire Inspector I, Airport Firefighter, Hazardous Materials Technician, Driver/Operator Pumper, Driver/Operator Water Mobile Supply (WMS), Driver/Operator Air Rescue and Firefighting (ARFF) and Emergency Medical Technician - Basic level or higher issued by State or National Registry of Emergency Medical Technicians is also required.
