Responsibilities

  • Director of Operations (J3), Director of Intelligence (J2), Cyber National Mission Force (CNMF), Joint Forces Headquarters-Department of Defense Information Network (JFHQ-DoDIN), and other directorates and staff.
  • Intelligence Law: Leads the team in reviewing and advising on all aspects of intelligence operations and activities, to include the collection, retention and dissemination of intelligence.
  • Operations Law: Leads the team in providing operations and national security legal advice for the OSJA within the dynamic USCYBERCOM area of responsibility (AOR).
  • Supervisory: Exercises supervisory personnel management responsibilities for personnel assigned to the OSJA.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

QUALIFICATION REQUIREMENTS: Please note the Department of Defense Directive 1442.2, Personnel Actions Involving Civilian Attorneys, and Air Force Instruction 51-107, Employment of Civilian Attorneys, contain complete information concerning all legal and regulatory requirements.

Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D.). Applicants who have been a member of the Bar for less than five years must submit an official copy of their law school transcripts and an official statement of their relative class standing.

Bar Membership: Applicants must currently be a member in good standing of the Bar of a State, Territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicants must submit a recent, official certificate showing that the applicant is an active member in good standing, together with an official statement that his or her fitness to practice law or conduct as an attorney have never been challenged, or if either has been challenged, an official statement concerning the facts and circumstances together with any explanation which the applicant may care to submit, must be included with the request. (No exceptions permitted to this requirement.)

Work Experience Required: Applicants must possess professional legal experience as a practicing attorney which include assignments directly related to the specific duties of this position. To be creditable, your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers, Federal Bar Association, October 6, 1990. Professional knowledge of applicable Federal statutes, case law, Executive Orders applicable to Government contracting and ethics and fraud remedies issues, the Federal Acquisitions Regulations (also Department of Defense and Air Force supplements thereto, along with Command Mandatory Procedures), and the U.S. Code as applied to criminal and civil contract litigation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and skill in selecting from among, interpreting, and applying land, air, telecom, and maritime laws governing military operations.
2. Knowledge of rules, procedures, policies, and programs of a military legal office necessary to perform the procedural and administrative work of an upper echelon military organization (e.g., a Combatant Command), such as preparing and editing legal documents and administrative correspondence.
3. Ability to interpret and apply statutory, regulatory, and procedural requirements as they apply to intelligence collection, retention, and dissemination.
4. Skill in analyzing international, domestic law, and international treaties, and in applying the law and relevant international standards to specific military situations, resulting in conclusions that are legally supportable by statute, case law, and implementing policy and regulations.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Skill in performing extensive legal research and analysis in complex areas of law with little precedence, and in creating accurate, concise, and clear written and oral communication based on that research.
7. Ability to recognize, analyze, and segregate various legal aspects of complex factual situations; write concise sound legal opinions; and communicate legal concepts and their application to military operations persuasively.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
