Summary

This position is located in the Department of Commerce,Bureau of Industry and Security, Office of the Assistant Secretary for Export Administration (EA), Office of Nonproliferation and Treaty Compliance (NPTC), Washington, District of Columbia. The incumbent will serve as an Export Policy Analyst and will contribute to the export control policy process. Will serve as a liaison with businesses and industries on export control regulations and policy procedures.

Responsibilities

The incumbent will serve as an Export Policy Analyst will serve as a liaison with businesses and industries on export control regulations and policy procedures and perform the following duties:
  • Assists senior export policy analysts in performing complex business and industry regulatory and associated functions which address mission elements critical to agency priorities and objectives.
  • Analyzes and processes U.S. export control license applications involving embargoes, special controls, and items that are controlled for crime control reasons in accordance with the Export Administration Regulations (EAR) through the use of electronic databases.
  • Addresses and provides guidance to the export community on export control policies and regulations for proper submission of license applications.
  • Assists with proposing options to division leadership which may resolve outstanding interagency issues. - Reviews prior cases for license history, approvals, and denials.
  • Assists in the preparation of papers for escalation to the Operating Committee (OC) and interagency. - Assists in the completion of license determinations for foreign policy-based export controls.
  • Assists in the preparation of analytical reports that evaluate foreign policy-based export controls.
  • May represent the organization in outreach events to government and private research organizations as a facilitator.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience:
GS-09: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing the following duties:
  • Identifying and analyzing technologies that are emerging or foundational which are essential to global human rights and our national security;
  • Preparing analytical reports that evaluate emerging technology development and technology transfer transactions;
  • Analyzing foreign market data and conducting research on international businesses and foreign trade practices for impact on U.S. companies; and
  • Providing support concerning the analysis, design, testing, or operation of systems listed in the Export Administration Regulations (EAR) Commerce Control List (CCL).
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.

GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing the following duties:
  • Identifying and analyzing technologies that are emerging or foundational which are essential to global human rights and our national security;
  • Preparing analytical reports that evaluate emerging technology development and technology transfer transactions;
  • Analyzing foreign market data and conducting research on international businesses and foreign trade practices for impact on U.S. companies;
  • Providing support concerning the analysis, design, testing, or operation of systems listed in the Export Administration Regulations (EAR) Commerce Control List (CCL); and
  • Consulting on the potential for unwanted technology transfer of emerging or foundational technologies.
OR three full years of progressively higher level graduate education leading to a Ph.D. or Ph.D. or equivalent doctoral degree; or a combination of the required experience and education for this grade level.

GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing the following duties:
  • Identifying and analyzing technologies that are emerging or foundational which are essential to global human rights and our national security;
  • Preparing analytical reports that evaluate emerging technology development and technology transfer transactions;
  • Analyzing foreign market data and conducting research on international businesses and foreign trade practices for impact on U.S. companies;
  • Providing support concerning the analysis, design, testing, or operation of systems listed in the Export Administration Regulations (EAR) Commerce Control List (CCL);
  • Consulting on the potential for unwanted technology transfer of emerging or foundational technologies; and
  • Advising on the technical portions of complex and sensitive business/industry issues that may impact U.S. export control policy, the U.S. industrial base, critical technologies, and economic and trade issues.

The physical worksite for this position is located in Washington DC. However, the BIS is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when BIS moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.
