Summary

This position is located under the Deputy Administrator for Naval Reactors, National Nuclear Security Administration. The Deputy Administrator for Naval Reactors is also the Director of the Naval Nuclear Propulsion Program and the Deputy Commander, Naval Nuclear Propulsion Directorate, Naval Sea Systems Command. Responsibilities for this Program area are contained in Executive Order 12344 of 1 February 1982, which is codified in 42 U.S.C. §7158 and 50 U.S.C. §§ 2401 and 2406.

Responsibilities

As the Chief Security Officer (Director of Security), you will:
  • Serve as the Director of Security (Chief Security Officer) for Naval Reactors Program at the headquarters level.
  • Manage, develop, implement, evaluate, and monitor nuclear security, industrial security, information security, personnel security, operational security, and physical security policies, procedures and instructions.
  • Evaluate and manage existing security programs and develop new programs based on changing security threats or requirements.
  • Manage and administer policies and procedures for protection of special nuclear material, nuclear fuel and naval reactor core manufacturing processes at DOE/NNSA contractor facilities, government-owned contractor-operated facilities, and laboratories.
  • Develop and manage safeguarding policies and plans for sensitive/classified Naval Nuclear Propulsion Information and Restricted Data against compromise.
  • Manage the implementation of security protection policies against criminal, terrorist, or hostile intelligence activities to ensure that naval reactor technologies are not compromised.

Drug Testing
The position is covered under the DOE Drug-Free Workplace Order 343.1. The tentative selectee must test negative prior to final selection for this position and will be subject to random testing thereafter.

Security Clearance
This position requires you to obtain and maintain a DOE 'Q' level security clearance/access authorization and a DON Top Secret/SCI clearance authorization.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-15 level or (equivalent) grade level in the Federal service. Experience should include:
  • Comprehensive knowledge of and demonstrated ability in managing and evaluating nation-wide nuclear industrial security programs involving personnel, physical, industrial, operations, anti-terrorism, and information security sufficient to serve as the final authority in all security matters.

Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). You are NOT required to provide a separate narrative response. Rather, your resume must describe how your past experience demonstrates the following KSAs.
  • Mastery of the knowledge of federal Safeguards and Security policies, procedures, principles, concepts, and practices pertaining to physical security, information security, industrial security, anti-terrorism, operations security, and personnel security in order to provide authoritative guidance and interpretation of policy and standards.
  • Mastery of the knowledge of federal security specialties to advise agency leaders and executives in order to evaluate and resolve major conflicts in policy and program objectives and to recommend solutions.
  • Mastery of the knowledge of federal laws, federal regulations, policies, practices and procedures concerning all security programs.
  • Mastery of the knowledge of the application of nuclear propulsion to ship design aspects and application of this knowledge of repair, maintenance, testing, and operations in order to provide expert national-level security program advice and critical direction.
  • Expert ability and demonstrated experience communicating with a wide range of people at all organization levels and with other government agencies, both orally and in writing, to clarify highly technical information, advocate positions, analyze security concerns, advise and assist with Safeguards and Security issues.
