Responsibilities

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 700 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

One of the five tenets of the CAO's Vision Statement is to "Develop and implement a system to foster a professional, engaged, and mission focused workforce." This position plays a key role in the Office of Financial Counseling's ability to successfully implement this vision. The Manager is responsible for leading, strategizing, planning, and coordinating the work of a team in the performance of accounting operations functions within an Accounts Payable (AP) environment. Incumbent will determine objectives for the team, which align with the needs of the business units and operational strategies: participate in process improvement projects; and conduct meetings with key business stakeholders to discuss potential process improvements and customer solutions initiatives. Incumbent will perform a broad range of tasks focused on the supervision, management and growth of teams handling accounts payable related processes, systems, policies, and regulations affecting Financial Counseling operations.

Candidates are responsible for overseeing the entering, coding, auditing, and approval of non-payroll disbursements. They also validate the necessary internal procedures are in place to protect assets and provide financial control of the AP function. Candidate should exhibit good judgment in organizing work and setting priorities for team; ability to build and mentor strong, effective team; communicate well with a diverse group of customers; assist with the development and review of organizational metrics; administer the PeopleSoft Financials AP module as it relates to entering, paying, and approving invoices and associated reporting; understand purchasing, and receiving as it relates to PeopleSoft Financials; and ensure enhancements or modification to systems or processes result in achieving higher levels of efficiency and effectiveness.

The position has day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

Candidates will supervise and mentor a team of professionals by defining, planning, and implementing productivity objectives, performance goals, and managing projects and initiatives to achieve specific business objectives and increased employee engagement.

Analyze financial data, processes, systems, policies, and regulations affecting accounts payable operations.

Prepare written reports and performance scorecards with data and comparative metric analysis for team performance.

Develop and monitor metrics based on data and observation and recommend improvements in processes and procedures to increase performance and efficiency.

Provide the highest level of customer service to internal and external customers.
Is tactful, discrete, and professional in performing staff management and all customer activities.

Works well across internal teams, directorates, and other CAO organizations to present a One CAO to our external customers.

Strive to ensure necessary, accurate, and thorough information is delivered in a timely manner.

Administer complex projects and assignments under tight time constraints.

Exercise leadership and creativity, generate original ideas, initiate special projects, and foster creativity in the staff.

Qualifications

Advanced degree Preferred

Demonstrated project management skills and the ability to work effectively with cross functional teams within the organization.

Proficient computer skills: Microsoft Office products, as well as General Ledger systems (PeopleSoft), MicroStrategy or other reporting tools.
