Top Secret/Sensitive Compartmentalizes Information (TS/SCI) security clearance is required. Description: Responsible for independently designing, modifying, constructing and/or evaluation of electronic and electro-mechanical instrumentation used in performance measurements for test and evaluation projects. Assists in the evaluation of design, modification, development, construction, installation, alignment, operations, troubleshooting, and repairs of a variety of electronic and electro-mechanical instrumentation used in test and evaluation to control test conditions and/or record dynamic measurement data. Assists in the conduct of tests and evaluations of the performance of electronic instrumentation by laboratory and field tests to insure the adequacy of the instrumentation for use in solving existing problems which requires the development of test procedures and the employment of test techniques. Assists in reviewing and/or evaluating of Government drawings and specifications practices, specifically related to US Army/DOD format and procedures. Drafts test plans requiring determination of test procedures and test techniques necessary for the accomplishment of the project in the most efficient and economical manner. Consults with instrumentation specialists, design personnel, maintenance and support personnel and mathematicians in developing details of the project. Observes test, as required to assure proper test setup and methods are being utilized or to obtain firsthand knowledge essential to understanding electronic material under test. Recommends changes or deviations in test procedures and techniques as interim results dictate. Recommends requirements for special test equipment, if necessary. Obtains, analyzes, and evaluates test data such as instrumentation readings, graphs, measurements and mathematical reductions, mathematical and statistical analysis, etc., consulting with personnel to discuss and recommend resolution of problems; clarify and evaluate results, insure validity, etc. Considers and assures that data is valid and that it is complete with respect to fulfilling the requirements of test directives; plans and recommends the conduct of additional tests to obtain completeness of data if necessary. Coordinates individual test results drawing inferences and conclusions from the data, from observations made during tests, and from examinations of material as to adequacies, weaknesses, and failures in material; causes of deficiencies, and probable type of remedial action required. Drafts complete report of data, conclusions and recommendations; frequently recommending whether equipment is satisfactory and warrants continuation or abandonment of development. Recommendations frequently involve comparative consideration of the performance of other electronic instrumentation. Recommends instrumentation requirements and installs instrumentation systems as required to obtain valid, relevant, accurate, and complete data necessary for performance determinations of various vehicles, weapons systems, or other items under test. Sets up, aligns, and operates data acquisition, transmission, analysis, and control system. Uses digital computer systems and various analog items/systems for measuring, re Qualifications: Must possess a Bachelor's Degree in an engineering specialization or related discipline and ten years applicable experience; or a Master's Degree in engineering specialization or related discipline and five years applicable experience in design development, and/or testing planning, reviewing, or executing testing of military systems. Experience in DoD integrated test philosophy, test regulations, and coordinated test and evaluation programs are required.
