Summary

This position is located in the Division of Behavioral and Social Research, National Institute on Aging. The Social Science Analyst has responsibility for directing extramural program and policy analyses, utilizing statistical methodologies and techniques to conduct studies of assigned programs, and social science study design and planning.

Responsibilities

  • Conduct policy and program analysis relating to the administration of a large research grants program involving social science and behavioral studies.
  • Responsible for planning, coordinating, and implementing activities for assigned research programs and the management and evaluation of grant applications.
  • Review data and progress reports, and implement corrective actions needed to achieve adequate research progress.
  • Participate in the development of Program Announcements, Requests for Applications, and Requests for Proposals in areas of research.
  • Plan and execute analytical research projects and research the quality of methodologies and measures pertinent to the assessment and summarization of the health status of Americans.
  • Monitor the status of project applications and awards from peer review through post-award administration and produce documents and responses to requests for information required.
  • Coordinate with investigators, organizations and other government agencies engaged in assigned research activities and related fields and provide assistance to prospective grantees on various grant mechanisms and grant review processes.
  • Identify inadequacies and inconsistencies in data and inform higher-level specialists data issues.
  • Provide technical assistance to lower graded professionals on the use of complex statistical and epidemiologic techniques.
  • Serve as a technical expert with respect to various phases of statistical interpretation relating to topics under consideration

Qualifications

Basic Education Requirement:
A. Degree in behavioral or social science; or related discipline appropriate for the position.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

To qualify for the GS-11, you must meet one of the following:
A. Completion of a Ph.D. or equivalent doctoral degree or three years of progressively higher level graduate education leading to a Ph.D. degree or an LLM., if related.
OR
B. You must demonstrate in your resume one year of specialized experience equivalent to the GS-9 level in the Federal service obtained in either the private or public sector performing the following types of tasks: providing support in designing programs of investigation relative to social science, behavioral, and translational research; formulating and developing program announcements, Request for Contract Proposal (RFP) and/or Request for Application (RFA); interpreting data tabulations and graphs identifying critical factors such as data limitations biases, sampling errors and inconsistencies; and advising grant applicant as to appropriate areas of research and how to improve submissions.

C. A combination of education and specialized experience that meets the qualification requirements for this position.

To qualify for the GS-12, you must meet the following: You must demonstrate in your resume one year of specialized experience equivalent to the GS-11 level in the Federal service obtained in either the private or public sector performing the following types of tasks: conducting social science, behavioral, and translational research and designing programs of investigation; formulating and developing program announcements, RFAs, and/or RFPs; identifying new social science, behavioral, and translational research concepts, projects and initiatives; providing statistical/research information and justification on the operational aspects of social science programs/projects; and representing the organization at briefings and other meetings regarding the justification and approval of social science projects.

To qualify for the GS-13, you must meet the following: You must demonstrate in your resume one year of specialized experience equivalent to the GS-12 level in the Federal service obtained in either the private or public sector performing the following types of tasks: developing program announcements, RFAs, and/or RFPs; conducting policy and program analysis relating to the administration of a large research grants program; preparing information for and attends advisory/review committee/panel meetings; interpreting data tabulations and graphs; preparing written summaries, contribute to research publications, and put together oral presentations.
