Minimum Qualifications

Education
  • Bachelor's degree, in Engineering, Business Administration or related field
    • In lieu of a bachelor's degree, a High School Diploma or GED and four (4) years of experience in transit design, construction, maintenance, or operations management experience

Experience
  • A minimum of nine (9) years' experience in the design, construction and/or maintenance of infrastructure. Experience with leading teams and managing or coordinating large teams; and experience working with executive level on strategy and organizational development.

Certification/Licensure
  • Possession of valid District of Columbia, Maryland, or Virginia motor vehicle operator's permit issued from the jurisdiction of residence

Preferred
  • Education
    • Bachelor's degree in Engineering
  • Experience with Automatic Train Control, Traction Power systems and Track

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary

The Vice President, Rail Infrastructure Maintenance & Engineering (RIME) is responsible for the safety and reliability of the MetroRail system infrastructure, comprised of over two-hundred thirty (230) miles of track and rail yards. In addition, the incumbent manages engineering, wayside work planning and execution of both maintenance and capital work to enable the delivery of safe and reliable passenger rail service. The incumbent achieves this mission through effective leadership and management of the wayside Maintenance Offices of Track & Structures (TRST), Automatic Train Control (ATCM) and Traction Power (TRPM) and Maintenance of Way Engineering (MOWE) and Wayside Work Planning.

Essential Functions
  • Protects the safety of Washington Metropolitan Area Transit Authority (WMATA) workforce, contractors and customers by ensuring adequate inspections are performed on all assets and that defective conditions are addressed in an appropriate and timely manner. Prepares for, and responds to, emergent situations on the rail system to enable safe resolution of incidents on or affecting rail infrastructure (e.g. preparedness planning, severe weather response plans and incident response).
  • Provides senior-level management and oversight in the planning, development, coordination and implementation of policies, procedures and programs pertinent to rail infrastructure maintenance and engineering personnel. Responsible for ensuring that appropriate standards of behavior are maintained in the workplace, in accordance with WMATA policies and established RAIL Core Values.
  • Provides overall direction, coordination and monitoring of wayside infrastructure for Track & Structures, Automatic Train Control and Traction Power, including development of standard operating procedures, safety regulations and maintenance programs, to ensure safety and maximize reliability and customer On-Time-Performance over the life of the infrastructure.
  • Oversees the design, development, establishment, implementation and management of effective inspection, preventive maintenance and capital renewal programs to deliver safe, reliable service in the most cost-effective manner possible (As part of WMAT's Reliability Centered Maintenance Program).
  • Presents oral and written reports and recommendations to the Board of Directors (BRD), General Manager/Chief Executive Officer (GM/CEO), Chief Operating Officer (COO) on the condition and performance of the Rail Infrastructure. Supports the development and analysis of opportunities to increase service, with respect to infrastructure limitations and maintenance needs.
  • Supports the Offices of Capital Planning and Program Management (CPPM) and Construction and Design (DECO) in development of track access options and/or needs for major projects to facilitate capital projects requiring significant track access. Ensures MOW related Capital Projects and annual renewal programs are well coordinated and track time is effectively allocated.
