Responsibilities

Incumbent serves as a Program Analyst in the Department of Treasury, Departmental Offices, Undersecretary for Domestic Finance, Office of the Fiscal Assistant Secretary, Office of Gulf Coast Restoration which is responsible for managing and administering Treasury's Direct Component and Centers of Excellence grant programs.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- For each project assigned under these two programs, the incumbent will assess the reasonableness of milestones, staffing, budget, and overall work plan for a range of projects (planning, natural resource protection and restoration, infrastructure, workforce development and job creation, promotion of tourism, etc) and negotiating performance measures, tasks, and timelines with the applicant.
- Identify potential issues and concerns related to specific projects, strategizing on next steps, and briefing leadership. Work with the Office of General Counsel, Legislative Affairs, and Public Affairs as needed.
- Draft and implement Internal Program Guidance on relevant subjects ranging from environmental compliance to how to conduct an on-site construction review.
- Analyze and review existing regulations and the development and implementation of new policies and procedures governing administration of the awards programs. Responsible for negotiating sound project scopes of work which are in compliance with the RESTORE Act and other federal laws and regulations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-13: Specialized experience is one year of experience at the GS-12 level or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
Experience analyzing and establishing management policies and procedures; AND
Experience with grant programs, including grant applications, scopes of work, environmental compliance, grant performance, and compliance with federal regulations; AND
Experience with environmental protection, construction, or restoration of natural resources projects.

Specialized experience for the GS-12: Specialized experience is one year of experience at the GS-11 level or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience with projects or programs regarding involving environmental restoration or protection projects and/or infrastructure projects that required either the issuing or requesting of federal grants. Examples of such experience could include:
Experience developing or negotiating project workplans, including budgets, milestones and performance standards.; OR
Experience monitoring of projects' scopes of work, budget, milestones, and performance standards.; OR
Experience analyzing grant applications to determine if they are eligible for funding, technically sound, economically planned, and in compliance with applicable laws and regulations.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

There will be a two-phased process.

Phase 1: Your application will be initially evaluated and ranked in the following areas: Specialized experience, technical, and communication.

Phase 2: If you self-certify that you have met the minimum qualification requirements, after completion of the phase 1 questions, you will then immediately be asked to complete the second assessment comprised of a scenario and three narrative questions. There is a character limit on each response. Please allow sufficient time to complete both phases before the close date of the announcement. Your responses will be rated and ranked by a Subject Matter Expert (SME) to determine your level of proficiency:
