Summary

This position is located at Consumer Financial Protection Bureau, Office of Consumer Education (OCE). As a Senior Engagement & Policy Fellow, you will serve as one of the Bureau's foremost experts on issues impacting or strategies to engage with one or more of the vulnerable populations on which OCE has special emphasis. You will advise leadership and current staff on strategic issues related to these special populations as a strategic partner in both policymaking and engagement efforts.

Responsibilities

As a Senior Engagement & Policy Fellow, you will:
  • Develop both short- and long-term policy goals related to relevant populations or areas of expertise in one or more of the following areas: debt collection and repair, credit reporting and repair, auto finance, payment mechanisms, student loans, or small dollar lending; Work directly with relevant staff across the agency to understand emerging issues, as well as capacity, opportunities, and constraints related to engagement and policy efforts to improve fairness and equity in consumer financial markets and affect the overall well-being of consumers.
  • Proactively build relationships with the Bureau's Supervision, Enforcement, Innovation, Consumer Response, Research, Markets, Regulations, Fair Lending, and other divisions as appropriate; Engage these stakeholders to jointly define priorities and identify ways that OCE can more effectively, efficiently, or systematically support these divisions' needs in understanding the needs and positions of special population areas in all areas of Bureau policymaking.
  • Lead, coordinate, and/or facilitate work and projects with long-term staff and fellows within OCE working on issues related to the incumbent's area of expertise; Provide expert level guidance to staff in all areas of the Bureau who work on projects that may impact overall agency engagement campaigns or may have an impact on one or more discrete special populations.
  • Identify opportunities for cross-Bureau collaboration as relevant based on strategic policy goals and relevance to domains of expertise to enhance the bureau's analytical and policymaking capabilities on issues that may encompass one or more products, policies, or target populations; Lead cross-Bureau working groups on discrete areas identified.
  • Educate Bureau staff on developments related to the consumer financial health and lives of special population groups; May identify emerging issues in area of expertise and make recommendations on potential policy or educational approaches; Advise staff in various agency units on the potential impact of these developments on overall agency goals for consumer financial health and equity; Identify potential gaps in Bureau planning or guidance that may be applicable for one or more special populations and assists staff in applicable offices with developing mitigation strategies.

    Specialized Experience for CN-71: To qualify at CN-71, you must have one year of specialized experience at or equivalent to the CN-60 band level (GS-14 or equivalent) in the Federal service. For this position, specialized experience is defined as:
      Designing long-term policy strategies and overseeing engagement campaigns to accomplish those policy changes in order to support the economic and financial well-being of economically vulnerable populations such as Students, Young Americans, Older Americans, Servicemembers, Veterans, New Americans, Immigrants, Rural Americans, Workers, Native Americans and consumers with limited incomes; AND Leading approaches to conduct policy analysis using a wide range of evaluative and analytical methods and techniques; AND Leading the development of written products, research and policy recommendations for the purposes of decision making by senior organizational leadership; AND Designing strategies to convene and influence critical internal and external stakeholders to further develop policy goals and strategies or execute engagement campaigns.

    CONDITIONS OF EMPLOYMENT:
