SUMMARY The Senior Program Management Analyst will support the Office of Policy Planning and Coordination, Strategy and Resources Unit in the US Department of State's Bureau of Western Hemisphere Affairs. This position will support the program management of over $750 million per year in foreign assistance in support of the US Strategy for Central America. ESSENTIAL DUTIES AND RESPONSIBILITIES Policy Coordination The Senior Program Management Analyst is responsible for significant foreign policy coordination functions among multiple WHA offices, across multiple bureaus within the State Department, and across interagency stakeholders. Coordinate policy, facilitate clearance and concurrence processes, prepare briefing materials, and represent the Bureau at working and policy-level interagency meetings on assistance, particularly for Central America, as assigned. Coordinate policy responses to problematic issues and recommend final decisions to senior levels as necessary. Conduct analyses and coordinate policy issues associated with USG assistance programs and initiatives, particularly for Central America with relevant WHA offices, USAID's Bureau of Latin America and the Caribbean (LAC), INL, PM, PRM, and other functional bureaus with equities in Central America. Liaise directly between WHA's Central American Affairs Office, WHA's Mexican Affairs Office, and WHA/PPC, conveying relevant policy coordination issues in writing or verbally to leadership of both offices. Serve as a coordinator for relevant GAO, IG, or Congressional Research Service audit or inspection requests, especially on assistance to Central America. Represents and communicates WHA's program objectives and policies, especially as they relate to Central America, to other State Department and USG offices. Represents the Department at inter- and intra-agency meetings, presenting agency views on issues; serves as liaison with other agencies, advising them of stated policy on specific issues of assigned area of responsibility; provides briefings, both written and oral, to more senior officials on outcome of meetings and on the status of WHA-managed or directed programs, particularly related to Central America. Foreign Assistance Budget Planning, Tracking, and Coordination Coordinates extensively with the Unit's budget and planning officers and serves as a key advisor to the Deputy Director on the planning for and tracking of foreign assistance programming for Central America. Serve as key budget planning coordination liaison for interagency programming supported by foreign assistance for the Strategy. Coordinate closely with WHA's Office for Central American Affairs, and WHA's Office of Mexican Affairs, in determining whether foreign assistance programming meets interagency lines of action in any approved Departmental and/or interagency strategy related to Central America. Provides significant input into Central America-related programs for annual required Operational Plans and Performance Plans and Reports for the Office of US Foreign Assistance Resources. Maintains documentation and audit trails of past plans, policies, and decision-making activities to provide for organizational continuity. Utilizes significant expertise in the suite of Microsoft applications and other data visualization tools, including via SharePoint, to ensure compliance to legal standards. Specific assignments will vary according to the needs of WHA/PPC/SRU. Funds Tracking/Movement of Funds Maintain status of funds/pipeline foreign assistance reports for the Central America Regional Security Initiative (CARSI) and/or assistance to Central America, or other WHA countries or subregions with significant annual foreign assistance investments, as directed. Working with WHA/PPC/SRU program officers and program analysts, lead quarterly or regular efforts to track pace of liquidation of funds for multiple assistance awards or initiatives related to Central America. Regularly update regional or bilateral Central America-related country-by-country reporting for required Congressional or Department-required reports, in coordination with other WHA/PPC/SRU officers. Perform by-country reporting of obligations/expenditures for assistance to Central America, per Congressional requirements or at the request of the WHA Front Office or the interagency. On behalf of the PPC Director and Deputy, produce WHA-specific foreign assistance charts and spreadsheets for briefings or meetings with the WHA/Front Office, the Office of Management and Budget, the Office of Foreign Assistance (F), interagency or White House requests, or other stakeholders, as needed. Such materials are produced with significant independence and in-depth understanding of the stakeholders appropriate to each meeting or briefing. Program Planning and Execution The Senior Program Management Analyst is responsible (as appropriate with regards to inherently governmental functions) for assisting the Deputy Director in planning and executing foreign assistance programs, particularly for Central America, and/or for those managed directly by WHA. Provide senior-level administrative and management support services in one or more of the following functional areas: program analysis; program planning; management policy development and operational implementation; program operations; and/or other related areas. Provide technical assistance and guidance in program planning and design prior to award. Assist the Deputy Director in obligating assistance through a variety of mechanisms such as grants, cooperative agreements, and Interagency Agreements or transfers. Review implementer quarterly progress and financial reports and project documents to provide timely feedback to implementers. Close out or extend foreign assistance awards once the periods of performance conclude. Manage any joint State-USAID selection process for assistance proposals submitted by the US interagency in support of assistance to Central America. Conduct monitoring meetings with implementers, both in the United States and overseas, to ensure programs remain on track to meet goals and objectives and track implementer progress on established goals and objectives. Troubleshoot implementation issues with implementers as needed, including timely expenditure of funds and pipeline reviews, in coordination with the appropriate WHA and USAID LAC offices. Apprise PPC Deputy Director and Director of programmatic issues as appropriate. Maintain a superior working knowledge of federal and State Department-specific grant and interagency agreement regulations, policies, procedures, and roles and responsibilities. Assess and craft required reporting on the accomplishments of program goals, objectives, priorities, and outcomes established by the Department, bureau, office, statutes, or executive order by collecting, assessing, and disseminating programmatic information and performance analysis from implementing partners. Collect and disseminate assessments as appropriate to WHA/PPC leadership and office colleagues, WHA offices, and relevant stakeholders. Congressional Reporting/Tracking Responsible for drafting, clearing, and editing multiple fiscal years of Central America-specific, Congressionally required reports, including spend plans and Congressional Notifications for assistance. Provide briefings, both written and oral, to more senior WHA and interagency officials and Congressional staffers on outcome of meetings and on the status of Central America-related programs. Working with the Unit's budget team, track Congressional holds and withholding on assistance to Central America. Prepare briefing materials, reports, and updates to senior WHA leadership, and to the Office of Management and Budget (OMB), as needed. Prepare communications to Congress and track relevant Congressional interests, legislation, engagements, and travel. Congressional Notifications (CN) and Pre-Obligation Requirements Provide inputs/review, manage clearances/routing process of CNs either generated by WHA or sent to WHA. Track Congressional holds on foreign assistance appropriated to WHA through bilateral or regional initiatives. Coordinate, draft, and submit Congressionally required spend plans or other pre-obligation reports or documents in order to meet legal standards in annual appropriations, particularly as they relate to Central America. Appropriations Legislation Tracking and Coordination Working with WHA/PPC/SRU budget and program officers, track relevant appropriations legislation concerning foreign assistance in Central America in particular. Provide detailed charts and analyses on Congressional earmarking of Central America's foreign assistance allocations in order to advise the WHA/FO, WHA/PPC leadership, USAID, F, INL and other critical stakeholders of the constraints or legislative requirements that program and policy offices must abide by to meet legal requirements. Provide expert recommendations and advice to WHA leadership on the intent of Congress related to specific legislative provisions in annual appropriations, coordinating within WHA/PPC and USAID/LAC. As required, seek legal interpretations from the Office of the Legal Adviser, coordinating with WHA/PPC leadership on such communications and the resultant advice to WHA offices. Foreign Assistance Performance Monitoring Along with the WHA/PPC/SRU Performance Management Officer, track program implementation effectiveness for Central America-related assistance. Compile and analyze complex interagency-provided and third-party data that assesses the performance of Central American governments and US assistance implementers in support of Administration foreign policy goals. Use technological and web-based platforms to design, maintain, and update performance metrics for the policies, particularly as those metrics relate to meeting US Congressional restrictions on assistance. Coordinate with WHA's Office of Central American Affairs, USAID/LAC, INL, and other relevant bureaus to produce implementer performance updates, as required. Serve as one of WHA's key Subject Matter Experts on performance management of large-scale interagency initiatives. SUPERVISORY/MANAGEMENT AUTHORITY This position will not have management or supervisory authority. EDUCATION AND EXPERIENCE Bachelor's degree or equivalent educational experience in international politics/foreign policy, social science, business administration, finance, or other related fields is required Certification and training programs related to program management, federal financial accounting and/or budgeting, and appropriations law welcome. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of WHA, INL, and other Bureau and Department goals, objectives, programs and relationships to provide expert analytical and advisory services that are responsive to the mission requirements of the organization. This would include the flexibility and capability to map, analyze, and implement the planned strategies and coordinate activities across organizational lines associated with the implementation of these goals. Knowledge of the operational and policy-related goals and relevant programs of USAID's Bureau for Latin America and the Caribbean. Must have complete familiarity and knowledge of laws, regulations, policies and procedures governing United States Government financial allocations, executions, and accountability, for grants and interagency agreements, and/or other assistance instruments. An exceptional understanding of US foreign assistance planning, budgeting, management, and monitoring. Ability to communicate in English effectively both orally and in writing to formulate and provide presentations and recommendations, provide advice, defend proposals, write briefing papers and reports, conduct detailed analysis assessments/reports, and negotiate interagency agreements and Memorandums of Understanding (MOU), and be able to articulate Bureau and/or Departmental policy and priorities to ensure WHA is complying with the mandates necessary for the conduct of US foreign affairs and the management of US foreign assistance. Proven ability to work independently to assess priorities and manage daily coordination of details with minimal supervision. The incumbent should have a working level knowledge of USG contracting policies and procedures as stipulated in the Federal Acquisition Regulations (FAR) and the Department of State Acquisitions Regulations (DOSR), as well as knowledge related to grants and cooperative agreements as codified in 2 CFR 200 (ff). This should include the development of Scopes of Work, conduct of technical evaluations of proposals/bids, analysis of contract, grant or agreement requirements in order to evaluate progress and, where necessary, assist in the implementation of obligation mechanisms and the applicable laws. In addition, the incumbent must have familiarity with the structure and functions of the Federal Government, its principal agencies, and how they interrelate in accomplishing the strategic objectives of the United States as well as knowledge of the organizational and functional interrelationships between the Department of State and other cabinet-level USG agencies involved in the formulation and execution of foreign policy programs in Central America and Latin America more broadly. The ability to plan, organize, and prioritize multiple assignments, coordinating with multiple countries/ locations with tight deadlines across multiple other organizations, act decisively in daily work, and work well in a multi-cultural team environment. Mastery in the use of the Microsoft Office Suite (Word, Excel, PowerPoint, and Access) or other Department media, to collect, organize, prepare, and present information to a variety of audiences. Ability to successfully pass a drug screen and a background investigation. WORK ENVIRONMENT This work is primarily performed in a climate controlled office setting.
