Position Description: Serco has a great opportunity for a Program Manager who has experience providing support services to the US Navy in Washington DC. The Program Manager will deliver critical Fleet support to ensure surface ships meet all current and future mission requirements.Serco supports the US Navy as a prime for their Ship Maintenance and Modernization contract which integrates maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of US and partner Navy surface ships and systems from fleet introduction through transfer to disposal. You will manage a 12-member team that works closely with the customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across SEA21/CNRMC.In this role, you will:Collaborate with SEA 21 Directorates and Navy Activities in recommending and implementing new and revised financial management concepts, procedures, and strategies that align with SEA 21 mission objectives.Develop and implement financial management plans, procedures, and programs to facilitate application of financial resources when preparing budget exhibits, executing funding documents, and preparing budget and execution reports.Lead knowledge training sessions for government and contractor personnel to facilitate the transfer of SEA 21F corporate knowledge.Create standard operating procedures of budget and execution processes, and desk guides of NAVSEA financial databases.Develop documentation, reports, and project plans and prepare briefings and staff seminars.Prepare and analyze budget and execution reports.You will establish an effective and productive climate and culture, performing strategic planning, implementing a strategic vision, ensuring alignment with organizational vision and goals.You will execute disciplined portfolio and financial management, recruiting, hiring, developing, and retaining a quality technical workforce, as well as executing the myriad of inherently supervisory administrative functions.You will develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations.You will promote a culture of technical excellence, professionalism, mentoring and guidance, workforce development, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment.You will actively participate in collateral duties to include technical and organizational initiatives, studies, and working groups. Qualifications: To be successful in this roll, you will have:An Active DoD Secret Clearance.A Bachelors degree in related discipline.5 to 7 years of directly related experience in a government financial environment.Hands-on experience using the following Navy databases: Computer Optimized Batch Reconciliation Application (COBRA), Enterprise Data Warehouse (EDW), Navy Enterprise Resource Planning (ERP), NAVSEA Enterprise Planning System (NEPS), Program Budget Information System (PBIS), and Procurement Budget Justification Documents (PDOCS).Additional desired experience and skills:Experience working in or with a government budget office. Experience as member of a Navy Program contractor team a plus. Excellent communication, organizational and interpersonal skills. Company Overview: Serco Inc.
