The Vice President of People Services provides oversight and management of all VOANS human resources management function. Reporting directly to the Senior Vice President of Finance and Administrative Services, this position is part of the leadership team that continuously engages in assessing, planning and implementing strategic initiatives of the organization and is accountable for organizational performance in assigned areas. Through strategic partnerships and collaboration, he/she is responsible for providing leadership to design and implement a broad range of HR programs and policies to support and facilitate the recruitment, development and retention of a high performing and diverse workforce. The Vice President, People Services (VPPS) provides leadership and serves as the technical expert in human resources management for Volunteers of America National Service (VOANS). The VPPS is responsible for guiding the efficient and effective administration of the Human Resources function; serving in an advisory capacity to the leadership team and providing management and direction to human resources staff. Core Responsibilities 1. Provide leadership, direction and management for the planning, organizing, training and coordinating of a range of human resources functions including employment, staffing and recruitment; performance management, labor and employee relations; compensation and position classification, benefits contracting services; training and organizational development; records management, compliance, position control, employee recognition and the coordination of assigned activities within other organizational entities. 2. Evaluate the human resources needs of the organization and collaborate with the executive team and key staff, to design a comprehensive, effective human resources program for designated organizational entities; establishing program goals and objectives; and making recommendations regarding the administration of such programs. 3. Develop and update human resources policies and procedures as required; implement communication strategies to ensure policies and procedures are appropriately disseminated and remain accessible. 4. Provide leadership for the design and implementation of a comprehensive employment, recruitment and onboarding program; ensuring a recruitment plan that will attract high level talent and efficient onboarding and orientation. 5. Oversee collaborative efforts to conduct periodic training and organizational needs assessment exercises and ensure the development of programs that will address imperatives that are identified. 6. Establish cutting edge performance management system that will include specific, measureable performance standards for each position; ensure managers and supervisors are appropriately trained to administer the system; including performance coaching. 7. In collaboration with the technology and finance support staff, ensure the efficient and effective operation of the Human Resources Information System (HRIS); verifying system accuracy, facilitating required workforce reports and safeguarding employee confidential information 8. Provide high level support for the design and administration of the compensation policy, various pay plans and retention programs; conduct periodic salary surveys to maintain required level of competitive stance, internal pay equity and wage compliance. Ensure position descriptions are appropriately updated and classified 9. In consultation with legal staff, advise on the administration of labor contracts; serve as a member of the management negotiating team; providing key input, including development and analysis of total compensation packages and working conditions. Design strategies for presentation of bargaining proposals and work with finance staff to prepare economic analysis of union proposals. 10. In consultation with legal staff, design and implement employee relations policies; including the development of formal procedures for complaints and investigations that will facilitate prompt investigation of all employee complaints and EEO matters. Responsible for the management of investigative reports, correspondence and related documents. 11. Ensure compliance with department of labor requirements and all relevant federal and state regulations, including ADA, FMLA, FLSA, EEO, etc. 12. Serve as the official custodian of personnel records; providing direction for records maintenance, retrieval and archiving ensuring absolute confidentiality. 13. Continuously monitor and evaluate the efficiency and effectiveness of human resources service delivery methods and procedures; assess work load, administrative and support systems, internal reporting relationships; identify opportunities for improvement and direct the implementation of changes. 14. Effectively utilize HR employees to accomplish work objectives and develop increased capabilities of employees. Develop quantitative and qualitative measures for evaluating the performance of each subordinate employee 15. Performs other related duties Knowledge, Skills and Abilities Master's degree from an accredited college or university, and minimum of seven (7) years of experience in senior HR leadership position; an equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.Thorough understanding of theories, principles and practices of contemporary human resource management; including visioning, strategy development; collaborative practices, critical thinking and analysis.Experience in healthcare and/or housing industry a plus.Demonstrated expertise in practices of leadership, management, and the administration of personnel management; ability to lead others by example.Understanding of federal and state regulations governing human resources; including labor and employment.Thorough knowledge of recruitment and retention strategies and practices; including staffing and organizational development processes.Skilled in organizational and management practices applicable to the analysis and evaluation of programs, policies and operational needs.Demonstrated expertise in the principles of supervision, training and performance management systems.Demonstrated experience with a wide range of compensation and position classification concepts, principles, and practices sufficient to establish and manage organizational structures that are efficient, cost effective and supporting desired outcomes.Knowledge of rules and procedures in investigating, analyzing and resolving complex and sensitive issues and complaints.Demonstrated judgment and discretion, negotiating and mediating principles and practicesPossess sound ethical and business practiceEOE M/F/Vets/Disabled
