Responsibilities

Major duties for this position include but are not limited to the following:
  • Writes and/or edits documents and correspondence, e.g., Federal Register notices, controlled correspondence, options memoranda, concept papers, etc. Responds to technical inquiries from the general public on burden hour, cost calculations and analysis.
  • Assist team members in the writing and/or editing to finalize PRA submissions, Rulemaking documents and/or required attachments. This can included program responses to public comments.
  • Creates and maintains a complete and comprehensive ICR inventory of expiring PRA collections and other tracking systems, as needed.
  • Creates written responses to PRA inquiries from the general public and industry.
    Assists in the preparation and/or coordination of program plans, agenda, analyses, reports, facts sheets, briefings, information papers, etc. as required by the organization. Monitors progress through completion of projects.
  • Advises the OSHA PRA officer of potential problems during the approval process that may impact required Paperwork Reduction Act timeframes.
  • Recommends whether burden studies should be conducted in-house or through contracting. Designs contractor studies, develops statements of work to be performed, including work plans. Negotiates with potential contractors to achieve consensus objectives and to plan methodologies. Monitors contractor work throughout studies to assure that there are no data gaps and data needs are understood, guide accomplishment through each phase, and monitors progress to insure that focus of efforts is properly targeted.
  • Assesses the burden in terms of time effort or financial resources, (including incorporating changes in wage rates) for identified information collection requirements. Analyses include estimates of annualized cost to the Federal government and respondents, and a description of the method used to estimate cost, including quantification of hours, operational expenses, and any other expenses that would not have been incurred without the burden.
  • Determines methodology to be used and performs work measurement analyses to estimate burden hours. Methods typically include review of cost and hour analyses prepared by contractors and consultants, regulatory impact analyses and input from safety and health professionals.
  • Calculates burdens imposed by a standard on specific industries and determines the practical utility for burdens imposed.
  • Analyses could require revisions prior to final publication of standards and regulations to reflect changes due to cost increases, changes in production processes, changes in actual exposure based on OSHA sampling, or other factors.

Qualifications

To qualify for the GS-12 Grade Level you must meet the Specialized Experience.

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is defined as experience in interpreting regulatory requirements, analyzing and justifying information collection burdens, and preparing supporting documentation. Applied knowledge on the Paperwork Reduction Act of 1995, Information Quality Act of 2000, and related regulatory policies.
