Summary

The Program Officer position is located in the Special Operations Division of the District of Columbia Courts. The Program Officer is responsible for providing technical expertise and programmatic services in support of the Office of Court Interpreting Services, DC Courts Interpreter Registry and the Web Interpreter and Translator System. The incumbent reports to the Coordinator of Court Interpreting Services and Language Access Program (Language Access Coordinator).

Responsibilities

Brief description of duties
  • Serves as point of contact for interpreters who want to be in the D.C. Courts Interpreter Registry, answering questions regarding credentials, compensation rates, and testing and training requirements of the program.
  • Schedules interpreters for certification examinations; secures testing locations and examination raters; prepares and maintains testing materials; proctors examinations; records and notifies candidates of test results.
  • Schedules and provides interpreters and court personnel in-person and online orientation and other training sessions related to language access; secures trainers and training locations; prepares and maintains training materials; prepares, issues, and maintains record of certificates of completion of orientation/training.
  • Develops and maintains detailed written standard operating procedures for the D.C. Courts Interpreter Registry and the Web Interpreter and Translator System (WITS)
  • Maintains WITS database with all interpreter data, including biographical, experience, credentials, and training. Updates information maintained in the Interpreter Registry, as needed.
  • Monitors compliance of interpreters with new interpreter training, orientation workshop, and continuing education requirements.
  • Uses Oracle Business Intelligence and other software to create, validate, and analyze reports to assess compliance with performance measures, standard operating procedures, Management Action Plans (MAPs), and time standards. Prepares recommendations appropriate to circumstances.
  • Tracks translations requested from submission to completion. Monitors trends and budget issues, informing management of unusual activity.
  • Reviews invoices received from interpreters and translators for accuracy and forwards approved invoices through WITS to authorizer for payment. Processes rejected invoices in accordance with standard operating procedures.

Qualifications

Minimum Qualifications: A high school diploma plus seven (7) years of experience working in a general office, public service setting, or court environment with at least two (2) years of experience in a position requiring data collection, analysis and reporting researching, analyzing, interpreting, or drafting policies, rules, and procedures; and, training staff. Attention to detail, organizational, customer service, and database management skills are critical components of the position.

Education Substitution:

An Associate's degree plus five (5) years of experience working in a general office, public service setting, or court environment with at least two (2) years of experience in a position requiring data collection, analysis and reporting researching, analyzing, interpreting, or drafting policies, rules, and procedures; and, training staff. Attention to detail, organizational, customer service, and database management skills are critical components of the position.

Bachelor's degree plus three (3) years of experience working in a general office, public service setting, or court environment with at least two (2) years of experience in a position requiring data collection, analysis and reporting researching, analyzing, interpreting, or drafting policies, rules, and procedures; and, training staff. Attention to detail, organizational, customer service, and database management skills are critical components of the position.

Master's degree plus two (2) years of experience working in a general office, public service setting, or court environment with at least two (2) years of experience in a position requiring data collection, analysis and reporting researching, analyzing, interpreting, or drafting policies, rules, and procedures; and, training staff. Attention to detail, organizational, customer service, and database management skills are critical components of the position.

Education
