This position is located in the Division of Information Technology, Application Platforms and Delivery Branch of the Federal Deposit Insurance Corporation and provides support in the areas of development, delivery, operations and maintenance of related application solutions within a defined program or product line.

At the full performance level, major duties include:
  • Serves as a Program Manager overseeing and coordinating all phases of the program and/or product lifecycle to ensure alignment with the IT Modernization Plan and overall IT vision.
  • Accountable for management of the program budget, including review of individual budget and expenses for individual program and product segments.
  • Serves as a technical monitor and/or task order manager for contracts providing program services.
  • Reviews the planning, development, and integration of individual projects and initiatives to accomplish the business goals and objectives of the program.
  • Coordinates and leads teams through the formulation and execution of program plans, strategies and functions.
  • Coordinates resource management plans across program and product line segments.
  • Responsible for program communication and documentation. Maintains communication plan for the program and directs the development of program materials, including business cases, status and management reports.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as applying industry standard program management principles, concepts, and techniques as the lead Program Manager for all phases of the system development lifecycle, to include directing, leading and coordinating complex agile and iterative development, delivery, operations, and maintenance of related application solutions within defined programs and product lines for IT system development.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Skill in applying acquisition and contracting strategies, task order development, performance-based contracting and selection factors.
  • Skilled in project and resource management.
  • Ability to lead and motivate teams of skilled professionals by working toward common goals and objectives.
  • Ability to communicate orally with stakeholders and senior officials from across the FDIC and private industry.
  • Ability to communicate in writing.
