Responsibilities

As a INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) you will be responsible for the following duties:
  • Serves as an integral member of the Compliance and PKI branch as a cybersecurity specialist adhering to Federal, DoD, and DCSA standards, methodologies, and procedures for executing cybersecurity and operational regulatory guidance.
  • Serves as a branch action officer providing advice for the application and integration of policies linking information sharing, cybersecurity net-centric services, and data strategies gathering information, conducting analysis, and staffing efforts in support of agency-wide communication initiatives to implement relevant standards.
  • Assists the public key infrastructure (PKI) programs registration authority overseeing token issuance as required and coordinate through the branch chief.
  • Assists agency stakeholders with developing and implementing cyber based artifacts, procedures, and processes to ensure the sustainment of agency-wide regulatory standards.
  • Develops cyber policies in assigned areas, participates in analytical studies, facilitates internal and external discussions to achieve project objectives, and provides expertise and consultation to further the agency's mission.

  • The incumbent will be required to obtain and maintain appropriate Information Technology/Security certifications equivalent to Information Assurance Manager Level I as defined by DoD 8570.01-M/DoD 8140-M within six months of appointment date.


Qualifications

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Public key infrastructure (PKI) concepts, developing cybersecurity documentation, participates in analytical studies, and process improvement.
  • Knowledge of commonly applied principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes, and procedures.
  • Knowledge of Information Technology principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities.
  • Specifically you will be evaluated on the following competencies: Information Technology Configuration: Management Plan, implement, track and/or evaluate configuration requirements and changes across the enterprise. Technical Documentation Development: Develop and maintain cyber-centric technical and operational documentation to support hardware/software lifecycle (installation, operation, change and removal). Information Technology Policy and Planning: Develop and promulgate cybersecurity strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance. Data and Content Management:Monitor, develop and implement cybersecurity plans, policies, programs, and processes to enhance the value of data and information assets.
  • Information Technology Performance Assessment: Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results.

  • IOR for this series (2210) GS- 5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations


  • Education

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
