Responsibilities

Serves as Program Specialist for Policy and Plans in the Sexual Assault Prevention and Response (SAPR) Program, Behavioral Programs, Marine and Family Programs; Personal and Family Readiness Division; Manpower and Reserve Affairs Department; Headquarters Marine Corps.

As the responsible point of contact for oversight, interpretation, and development of Marine Corps SAPR policy, plans, and related procedures, performs the following duties: coordinates and executes strategic goals, plans, and initiatives; realigns, restructures, and reengineers short- and long-term initiatives; resolves contingencies and implementation problems; develops comprehensive program policies; analyzes, reviews, edits, and writes documentation as required, to include Marine Corps policy; develops, compiles, and analyzes data for reports, papers, guides, fact sheets, and other documentation; and performs other tasks as directed.

In support of SAPR Program compliance with all applicable regulations: reviews and interprets legislative provisions and issues, as well as new and established Department of Defense (DoD) and Department of the Navy (DON) directives, instructions, and regulations; reviews existing and proposed program provisions, administration, and operation to identify technical problems, questionable techniques and methods, and other aspects not in compliance with regulations; in coordination with team leader/supervisor and other program specialists, negotiates solutions and agreements with the SAPR Director and other officials; and maintains relationships with internal and external program specialists and officials in order to facilitate SAPR Program goals, operation, and objectives.

In support of SAPR Program operation: proposes, reviews, and provides recommendations regarding existing and proposed plans and materials; explains regulatory and legal requirements; analyzes impact of proposals and provisions on program resource requirements; develops new and revised operating procedures, standards, guidelines, and other materials; conducts presentations, as directed; completes project studies; and establishes metrics and minimum standards for initiatives.

In support of SAPR Program assessment: researches and implements pertinent and successful data collection techniques; recommends how to adapt and extend current techniques into new patterns to solve problems; utilizes fact-finding techniques such as interviews, cases analysis, observation, and inspection to gather data and identify problems; and performs and oversees research and fact-gathering assignments to identify background information, new ideas, and how to apply new knowledge and procedures.

Provides world-class customer service with an emphasis on professionalism courtesy. Assists customers and communicates in a professional manner. Takes action to solve problems quickly, alerting proper point of contact for help. Checks for satisfaction regarding the quality of goods and services. Adheres to safety regulations and standards, promptly reporting any workplace hazards, illnesses, or mishaps to the immediate supervisor. Actively supports the EEO program and prevention of sexual harassment. Performs other related duties as assigned. This white-collar position may require occasional lifting up to 20 lbs.

May require working a fluctuating schedule to complete assignments outside of typical work hours. May require travel to complete work assignments; conduct inspections; and attend conferences, meetings, and other commitments, as assigned (approximately 25%).

EVALUATIONS:

Qualifications

Bachelor's degree in Technical communication or a related field and three years of direct or related experience, OR an appropriate combination of education and experience that demonstrates possession of the knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates possession of the knowledge, skills, and abilities equivalent to that gained in the above.

Experience working with military services, DoD, or Federal agencies in sexual assault, public health, or related field is preferred.

The ideal candidate will be able to follow the Naval Correspondence Manual or a related style guide to produce documentation; possess excellent grammar, proofing, and interpersonal skills; be able to coordinate content development with subject matter experts and program managers; and have experience corresponding on congressional or legislative matters.
