Summary
The incumbent functions as the primary liaison to multiple staff offices under the Associate Chief of Staff for Ambulatory and Emergency Care Clinical Center, VA Maryland Health Care System (VAMHCS) and serves as the conduit for information flow and management of assignments between such offices and other members of the executive leadership team.

Major Duties include but are not limited to:
Monitors and manages incoming actions and requests from initial receipt to completion and closeout.
Analyze subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy against known policies and procedures; and ensures action or inquiry is closed out with the inquirer or office.
Conduct analytical studies on particular operational processes, issue topics, or related special projects.
Studies and projects addressed are commonly so diverse and intense that they often require input and assistance from departmental or program offices.
Work in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern; i.e., access, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).
The incumbent tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions. Communicates with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests.
Work closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations focused assignments and projects initiated by senior leadership or program offices, or departmental offices.
Serves as Contracting Officer's Representative (COR) with full responsibility for Acquisition Planning: Incumbent assists in determining whether a written source selection plan is necessary, and if so, properly documents the source selection planning.
Incumbent assists in the selection of the most appropriate method of payment that will best utilize the Government's overhead. Incumbent assists the Contracting Officer (CO) with compliance of applicable FAR guidelines when acquiring products and services. Evaluates technical proposals against the evaluation criteria and participates in the evaluation of cost proposals; assists in best value trade-off analysis; evaluates past performance information and contacts references if the CO delegates this responsibility; assists in the evaluation of return on investment (ROI).
Financial Management: Incumbent monitors the contractor's financial progress and assists the CO with contract enforcement, technical cost, schedule and performance for all contracts.
Incumbent reviews and, as authorized, approves contractor payment requests, reviews
Interim invoices make sure that charges are commensurate with observed performance. Incumbent reports any discrepancies in invoices to the CO and provides documentation to support the representation. Contract Reporting: Incumbent monitors and verifies contract expenditures, anticipated funding issues or overruns, contract schedule compliance and anticipated schedule delays, contract technical performance and compliance with terms and conditions of the contract to the CO in an efficient and timely manner.
Monitor the Clinical Center's utilization of resources. Recommends strategies to maximize operational and organizational efficiency and improve the financial position of the Clinical Center and the customer satisfaction.
Prepare the budget for Ambulatory and Emergency Care and the programs within the Clinical Center. Publish monthly, quarterly, and annual financial reports by comparing budgeted expenses/revenue with actual and projected expenses/revenue. Participates and advises in financial and resource negotiations with VAMHCS management and the Directors of other Clinical Centers. Monitor various reports that reflect the current and comparative status of workload, clinic cancellations, no-shows, and other workload variables. Establish mechanisms to validate accuracy of workload data.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
