The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. Responsibilities

WHAT DOES A MANAGMENT ANALYST DO? The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.As a Management Analyst, you will perform a variety of analytical, advisory, and other administrative functions related to the management of the Office.

WHAT IS THE PATHWAYS PROGRAM? The Treasury's Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:
  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

A degree in Business Administration, Economics, Management, Public Administration, Public Affairs, Public Policy or related fields is desirable

The following are the duties of this position at the GS-09. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
  • Participates in the planning and conducting of studies of various aspects of Counsel's administrative processes and procedures. Reviews and summarizes information from a variety of sources. Identifies and analyzes relevant factsto develop recommendations
  • Modifies and manages databases containing statistical information and develops spreadsheets and reports.
  • Assists higher level analysts conducting studies related to Performance Reporting, Statistical Analysis, and Business Process Reengineering.
  • Works with other management analysts to administer in-house and IRS-wide employee satisfaction surveys. Analyzes data and creates reports related to these surveys.
  • Gathers data from different sources, analyzes and generates ad hoc and recurring reports. Reviews and analyzes generated reports used to recommend methods to improve the efficiency of administrative work processes and procedures.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution. For more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Qualifications

To qualify for the grade 09 level, you must meet the following requirements:

A. Education: In the Recent Graduates Program you may qualify based solely on education as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. OR

B. Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. Specialized experience for this position includes: Assisting in research and investigations of new and improved business and management practices; assisting in development of management and program evaluation plans, procedures, and methodology; or assisting in management surveys to determine compliance with regulations, procedures, sound management practices and effective utilization of staff. This level of work typically involves following established methods and procedures or detailed instructions; using some judgment in applying analytical techniques; solving minor problems and making routine decisions. OR

C. You may qualify by a combination of experience and education as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
