Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Division of Budget (DOB), Internal Control Team (ICT). The Supervisor is David Holley. This is a bargaining unit position. This position requires minimal travel.

Responsibilities

As a Senior Accountant in the Division of Budget (DOB), Internal Control Team (ICT), the incumbent has responsibility for the implementation of the agency's programmatic internal control requirements and coordinates their review, monitoring, and testing. The incumbent serves as liaison between the OCFO and business line leads, providing technical expertise, guidance, training, and administration for compliance with the Federal Managers' Financial Integrity Act of 1982, the Office of Management and Budget Circular A-123, as well as all other Federal statutes and guidance related to ensuring the effectiveness and efficiency of agency operations. The incumbent shall conduct agency level review and analysis of internal control, compliance, performance management, and enterprise risk management activities. Based on such evaluations, the incumbent formulates recommendations and plans of action that can be presented to the Lead, ICT, Director, Division of Budget, the Chief Financial Officer, the Executive Director for Operations, the Commission, and the Office of Management and Budget.

Qualifications

In order to qualify for this position, in addition to the educational requirements you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as: experience that has provided the candidate with knowledge of the principles, practices, and processes of applying the General Accountability Office's (GAO's) Standards for Internal Control in the Federal Government; experience in programmatic and/or financial internal controls and their impact on the effectiveness of operations.

The ideal candidate will be able to demonstrate the following:
  • Knowledge of public laws, GAO and Treasury regulations (e.g. Integrity Act, Chief Financial Officer's Act, OMB Circular A-123, A-136, A-11, GAO's Green Book, etc.) that affect an organization's internal control program, and the Federal budget and performance management processes.
  • The ability to conduct evaluations, reviews, or audits of programs and develop recommendations and mitigation strategies based on your analysis.
  • The ability to use information technology to manage, organize, and streamline work products.
  • The ability to effectively communicate orally and in writing with all levels of personnel.
  • The ability to work efficiently and effectively in handling multiple assignments with competing priorities.

    Education

    All candidates must have knowledge of accounting principles and standards as evidenced by a four-year degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law), OR an equivalent combination of college-level education (24 semester hours in accounting courses), training that provided professional accounting knowledge and accounting experience.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
