Summary

The incumbent serves as a Human Resources Specialist with the FLRA Human Resources Division within the Office of the Executive Director and provides the full range of human resources management advisory and technical services to managers, supervisors, and employees. The incumbent is regarded as a technical advisor to the Human Resources Director and to the FLRA work force.

Responsibilities

The individual hired for this position provides the full range of operations and advisory and technical services to FLRA for the following Human Resources Management (HRM) programs:
  • Position management and classification
  • Recruitment and staffing activities in accordance with FLRA internal hiring policy and applicable federal regulations governing the recruitment and placement of external and internal applicants.
  • Federal employee and labor management relations
  • Pay compensation and leave administration
  • The Federal Employee Benefits Program that includes, health and life insurance, Thrift Savings Plan, retirement benefits (FERS and CSRS), pay and compensation, Incentive Awards, and the Family Medical Leave Act, etc.
  • HRM Information Systems and technical operations
  • HRM policy review and development
  • Personnel Security

One year of specialized experience at the GS-12 level and specifically in providing a wide range of Human Resources Management (HRM) concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues. This includes experience with laws, regulations, policies and procedures governing the following specializations: recruitment and placement, position management and classification, employee performance and conduct issues, employee benefits, pay and compensation, and leave administration, to effectively administer a comprehensive program in these areas.

Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrate knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled.

Time-In-Grade Requirements - If you are a current or former Federal employee you must have completed one year of time-in-grade at the next lower grade level by the closing date of this announcement, or previously served at the same or higher grade as the position being filled.

Probationary Period - If this is your first year of service in a career-conditional appointment then you will continue to serve as a probationer until you have completed your initial probationary period.
