Summary

About the Position:
Serve as a Program Analyst responsible for combining broad knowledge of the U.S. Army Regional Network Enterprise Center National Capital Area program objectives and activities, and program/financial analysis expertise to devise and implement broad based financial costs analyses to determine resources requirements for the Agency's Information Technology (IT) program, and to evaluate application of allocated resources to ensure the RNEC derives maximum value from them.

Responsibilities

  • Exercise responsibility and assist other analysts in forecasting of resource requirements for manpower, contracts, travel, training, equipment supplies, and funds.
  • Work directly with customer budget analysts and directors/commanders to request reimbursement from customers, assure actual expenditures do not exceed authorized amounts.
  • Prepare studies or analysis for further identification of funding requirements or for presentation of funds status.
  • Perform management studies, reviews, and surveys pertaining to issues involving mission, organization, functions, and productivity management.
  • Interpret findings for studies having significant impacts and for development of constructive recommendations for solving management problems.
  • Apply programmatic knowledge and analytical skills to quantitatively assess progress toward program fiscal performance and budget/schedule milestones.
  • Reassess and refine costs for a complex mission on a continuing basis, incorporating actual cost data as it becomes available.
  • Review, update, and analyze proposed and existing regulations or directives for clarity and applicability.

Basic Requirement for Program Analyst:

Specialized Experience: One year of specialized experience which includes using program management principles to determine service agreements, billing, and application to servicing customers; ensuring adherence to laws, regulation, and policies which impact the use of program resources such as employees, money, or equipment; and reviewing the costs, resource requirements, or benefits of organizational programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
