The county has an exciting, professional opportunity for a highly organized enthusiastic leader. The Chief Operating Officer (COO) provides the leadership, management, and vision necessary to ensure that the agency has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organization and to ensure its financial strength and operating efficiency. Under the supervision of the Chief Executive Officer (CEO), the COO is responsible for the implementation of policies and programs intended to improve the general welfare of all people with intellectual and developmental disabilities. The COO is charged with the responsibility to plan, organize, direct, and coordinate agency staff, programs, and activities to assure that objectives are met, plans fulfilled, and the needs of the agency are met. Has supervision for all agency operations. Must also maintain effective relationships within the agency and with other organizations, both public and private, and see that the position of the agency is enhanced in accordance with the policies and objectives of the organization through good management and leadership. Direct reports include: Director of Children & Youth Services, Director of Employment & Meaningful Day Services, Director Inclusive Living Services, Director of Quality Assurance, Respite Administrator and Voucher Specialist. The qualifications for the COO are as follows. Master's degree in a relevant field plus nine years professional, administrative, or supervisory experience OR Bachelor's degree in a relevant field plus eleven years professional, administrative, or supervisory experience six of which must be at a supervisory level. Additional requirements including: Demonstrated experience in financial planning and analysis. Skilled in organizational development, personnel management, budget and resource development, and strategic planning. Excellent interpersonal skills, with an ability to partner with a strong leadership team. Possess personal qualities of integrity, credibility, and commitment to agency's mission. Flexibility and ability to multitask while with a demonstrated resourcefulness in setting priorities and guiding investment in people and systems as well as driving toward clarity and solutions. Performance in the following areas: Administration/Personnel and Fiscal Management Strategic Thinking Leadership Decision Making Program Efficiency and Effectiveness Advocacy/Legislation/Liaison with State Agencies and Licensing Entities Program Development and problem solving of direct service delivery
