Position Summary: BayFirst Solutions is seeking a System Engineer to provide direct support to the US Coast Guard (USCG) In-Service Vessels Sustainment Program within the USCG Program Executive Office (APEO) for Surface Acquisitions. The candidate selected for this position provides systems interface and oversight through technical analysis, management processes, and drafting of acquisitions documents. The candidate will assist with acquisition programmatic and engineering research, analysis, and white papers as required. The candidate must have sound systems engineering analytical skills, judgment and initiative, written/verbal communications ability, time management skills, be responsive to clients and teammates, and be able to work effectively in cross-functional teams. Duties/Responsibilities: The Systems Engineer will provide direct support to the USCG In-Service Vessel Sustainment Program as it manages major and non-major acquisitions of both cutter and shore-based boats required to support USCG operational missions in accordance with USCG Major Systems Acquisition Manual (MSAM) and Non-Major Acquisition Process (NMAP) guidance. To perform these duties the Systems Engineer may be called upon to perform or assist with the following:Investigate or identify business, scientific, technology, engineering, operational, professional and/or policy issues; conducting analysis of these issues; and providing advice in support of major programs/projects.Review existing documents for required updates and ensure all documentation remains current and updates are completed in accordance with MSAM or NMAP guidance as appropriate. Review engineering drawings, documents, and manuals, etc.Review/update program documentation and initiate missing documentation.Assist with timely completion of upcoming acquisition milestones.Develop analysis, draft acquisitions documents, and create technical specifications to be included in the request for proposal (RFP) and contract deliverable requirement lists (CDRL).Review engineering drawings, documents, and manuals related to the redesign and testing of In-Service Vessel overhaul of systems with experience for fleet configuration management, contract engineering change processing, and specification and requirements management. Review, update, and validate program's technical packages, Technical evaluation of contractor proposals to include calculations and drawings.Verify design compliance with all specifications and requirements.Review applicable standards (eg, ISO and ABS) to be reference in specifications as part of the Cutter program.Develop and review Engineering Change Proposals (ECPs).Manage program configuration management.Meet as required with USCG program leadership in support of acquisitions program development and provide related support, including correspondence, white papers, briefing slides, etc. Develop written communications products, including drafting of reports, issue papers, analysis, PowerPoint slide decks, meeting minutes/summaries. Support Integrated Product Teams (IPTs) and other working groups: collect and assess stakeholder feedback on projects/processes, provide assessments to USCG acquisitions staffs, perform research and analysis of client stakeholder inputs to IPT projects, and make recommendations for solving problems and improving processes. Minimum Qualifications/Requirements: . Three (3) years of relevant experience. Education: . BS/BA degree, BS degree in Systems Engineering or related field preferred. Software Required: . Microsoft Office Suite (Word, PowerPoint, Excel, Outlook), SharePoint Software Desired: . MS Project Certifications Desired: . DHS or DAWIA System Engineer Level I
