Job Announcement

Performs full-performance level professional analytic and technical analysis, data management, research and policy development related to the operations and services of a department or unit, including developing, recommending, and implementing plans and programs for improvement in the unit's performance, quality, compliance, or efficiency of operations u nder general supervision ; Maintains mandatory and voluntary certifications. Responsible for ensuring compliance with multi-agency organizations such as the Virginia Department of Corrections, American Correctional Association, Virginia Law Enforcement Professional Standards Commission, and with the agency's divisions and its lock-up facilities. Compliance includes interpretation of standards ensuring that the policies and procedures conform to current codes and standards. Evaluates findings and provides information and feedback to upper-management level staff. Coordinates, prepares and organizes records and reports for submission to outside accrediting agencies, ensuring compliance with state and national codes and standards. Provides procedural guidance, research and analysis in the development of agency policies and procedures. Reviews recommended changes to policies and procedures for agency, ensuring compliance with national, state and local standards. Responsible for coordinating training records, ensuring they are complete, accurate, and are in compliance with national accrediting agency standards. Responsible for receiving, reviewing, monitoring and ensuring policy compliance regarding all inmate grievances for the Adult Detention Center. Analyzes data, makes decisions about the relative validity of the complaint and makes the correct decision for a resolution. Responsible for preparing and coordinating agency manuals for inmates detained in the Adult Detention Center. Manuals must be coordinated with current agency policy and procedures in written format. Coordinates interpretation of manual in appropriate foreign languages.

Illustrative Duties

  • Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
  • May supervise administrative and paraprofessional staff;
  • Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
  • Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
  • Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
  • Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
  • Serves as the point-person and liaison within the department and with central county
  • departments regarding a designated program and functional areas of responsibility;
  • Prepares reports and presentations of analysis and findings.

  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
  • Ability to train, lead, and/or supervise paraprofessional staff.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

PREFERRED QUALIFICATIONS:
  • Prior experience in a correctional setting.
  • Minimum of 2 years of accreditation experience in the state of VA.
  • Practical experience with database management, file organization, and Internet research.
  • Ability to maintain positive professional relationships with both inter- and intra-agency personnel.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, psychological exam, polygraph exam, tuberculosis test and public safety background check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Must be able to use keyboard driven computer equipment to maintain automated files, retrieve data, create correspondence and generate reports.
