Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve interrelated issues of effectiveness, efficiency and productivity of substantive programs and work operations.
  • Analyze and evaluate program effectiveness in meeting established goals and objectives.
  • Analyze management information requirements to develop reporting systems, including system specifications, data gathering and analytical techniques, and system evaluation methodology.
  • Develop conclusions, options, and recommendations that take into account and give appropriate weight to uncertainties about the data and other variables that affect long-range program performance.
  • Review audit and investigative reports to determine impact on program operations and management.

The experience may have been gained in either the public or private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
- Preparing evaluations for a segment or phase of a broader project or study using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; AND
- Documenting processes such as tracking performance metrics, developing reporting systems and analyzing data program effectiveness; AND
- Performing operational reviews and evaluations on program operations and making recommendations as to efficiency and productivity; AND
- Drafting reports and other substantive guidelines and materials and recommending alternatives or changes in methods, processes, and techniques to improve program and administrative procedures.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
- Preparing evaluations for a segment or phase of a broader project or study using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; AND
- Documenting processes such as tracking performance metrics, developing reporting systems and analyzing data program effectiveness; AND
- Performing operational reviews and evaluations on program operations and making recommendations as to efficiency and productivity.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes:
- Preparing evaluations for a segment or phase of a broader project or study using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; AND
- Documenting processes such as tracking performance metrics, developing reporting systems and analyzing data program effectiveness.

OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree OR
LL.M., if related

OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
