Summary

As a National Bank Examiner/Bank Examiner (Lead Expert Risk Specialist) within the Systemic Risk Identification Support and Specialty Supervision (SyRIS) organization, you will provide Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) Compliance advice and support to the Lead Expert.

Responsibilities

As a National Bank Examiner/Bank Examiner (Lead Expert Risk Specialist) with emphasis in BSA/AML Compliance, you will:
  • Provide technical support to the Lead Expert and OCC examination staff in identifying and addressing BSA/AML Compliance risk in financial institutions.
  • Provide advice and technical knowledge on supervisory matters within BSA/AML Compliance to supervision management, policy officials, and subject matter experts.
  • Conduct or participate in horizontal reviews and Quality Control/Quality Assurance activities to ensure appropriate application of OCC guidance, rules and regulations; evaluate findings, and identify/coordinate appropriate corrective actions for continual improvement in BSA/AML Compliance.
  • Work to develop risk-based supervisory strategies, strategy guidance, and supervision resource requirements for BSA/AML Compliance, and supervision at large.
  • Work with the Lead Expert team to identify and rank OCC supervised institutions, and respond to complex risks in BSA/AML Compliance.
  • Assist in developing BSA/AML Compliance skills for OCC supervision staff and in identifying developmental opportunities.

Washington, DC, Chicago, IL, New York, NY, Charlotte, NC & Boston, MA are the preferred locations; though, any U.S. location of the OCC (field or satellite office) will be considered under an alternative work location as defined in PPM 3110-53.

  • This is a 5 year rotational position. If selected, you will be required to sign a bargaining unit Rotational Agreement that details conditions.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level. Examples of specialized experience for this position include:
  • Examining or auditing a financial institution's compliance with Bank Secrecy Act/Anti-Money Laundering (BSA/AML) laws, regulations and guidance and recommending corrective action; OR
  • Assessing or advising on BSA/AML supervisory issues, risks and/or risk mitigation in a financial institution or regulatory agency.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Relocation to any of these five cities (Chicago, IL; New York, NY; Washington, DC; Charlotte, NC; and Boston, MA) will be authorized but not between any of these five cities.
  • Applicants applying for the (New York, NY) duty location will be placed in one of two field office locations (Edison, NJ or New York, NY). Selectee's location preference will be considered, to the extent practicable.
  • This position may be filled in an alternate location (any U.S. location of the OCC) provided the location is cost effective, operationally efficient, and complies with the standards contained in PPM 3110-53.
  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes. We strongly suggest that you discuss the potential implications of any change in duties on a prior securities determination with your ethics official.
