Responsibilities

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and
administrative staff working in a variety of areas, including information technology, finance, budget management, human
resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This position is located in the Personnel Security Office, located in the Office of Human Resources (HR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The CAO's Personnel Security Office administers and oversees programs to ensure employees and contractors meet key employment eligibility criteria established by the House of Representatives, the Chief Administrative Officer, and the House Officers and Inspector General.

The incumbent in this position plays a critical role in this process and serves as the Personnel Security Analyst. Key responsibilities include (1)administering the CAO's fingerprint program, (2) initiating and monitoring public trust investigations and re-investigations, (3) managing parking allocations, (4) reviewing processes and procedures for each of these areas and working with the Director of Safety and Personnel Security to design and enhance efficiencies, and (5) other duties as assigned.

This position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities

• Coordinates badging process for CAO staff and vendors including facilitation of the US Capitol Police fingerprint process, tracking of results, and notification of approval/disapproval. Facilitates three-year renewal process for CAO vendors, assignment of new badges each new Congress, and additional badging/ID services as assigned.
• Maintain database of contractors working for the CAO. Add and remove contractors to ensure an accurate contractor list at all times. Conduct contractor validation on regularly scheduled timeframe. Compare the ID Services active and terminated reports against the vendor database and research discrepancies.
• Following appropriate policies and procedures to initiate and execute higher-level background investigation performed through a Public Trust Investigation with the Defense Counterintelligence and Security Agency (DCSA). Responsibilities includes staying current with guidance and notices from DCSA, act as the subject matter expert on the e-QIP system; ensure timely processing of investigation documents; review and approve investigation submissions; and track investigations through the investigation process.
• Maintain security files and tracking tools to notify individuals of reinvestigations. Maintain a system to ensure re-investigations are initiated and completed within specified timeframe based on the investigation levels.
• Manage the CAO parking allocations in accordance with parking policies. Process all parking requests through the Garage and Parking Security Office. Elevate complex and sensitive issues and special requests to the Director for resolution. Continually evaluate the parking allocation process for improvement.
• Assist with development, maintenance and implementation of policies and procedures related to the administration of personnel security program. Maintain and update supporting personnel security related forms, documents and SOPs.

Qualifications

• High School diploma with experience as a security specialist, program manager, program assistant or other administrative role in support of security programs preferred.
• Bachelor's degree preferred.
• Minimum 5 years of applicable experience. Minimum 2 years evidenced understanding of personnel security programs, practices, procedures, and related laws.
• Ability to accurately maintain, update, and secure databases containing sensitive information, including, but not limited, to PII.
• Expert knowledge of the e-QIP investigation system
• Expert knowledge of public trust investigation process and documentation.
