Summary

As a Management & Program Analyst (Space Management) at the GS-0343-13, you will be part of Equal Employment Opportunity Commission (EEOC), Office of the Chief Financial Office, Central Services Branch. If selected, you will be responsible for all facets of planning, developing, advising and administering commercially and federally leased real property and furniture for the Agency's Headquarters and Field Offices.

Responsibilities

  • Develops, determines and submits real property requirements to the General Services Administration (GSA) based on the Agency's space allocation standards and in compliance with Federal Management Regulations (FMR) and industry building code.
  • Provides draft project plans with technical advice and design services to the Agency's managers and staff for the optimum acquisition, utilization, and alteration of space within commercially and federal leased real property.
  • Approves and authorize Space Management projects and actions.
  • Research and investigate new or improved space management practices for application, develop and plot space data required for use in management and direction of capital resource programs, perform life-cycle cost analysis
  • Communicates through writing reports or oral recommendations for energy conservation ergonomics, efficient layout, and meeting GSA and OMB established baselines
  • Prepares and reads CAD drawings.
  • Serves as Project Manager over Space Management and will be responsible for recommending and monitoring project budgets and agreed upon timelines to prevent excessive Space Management expenditures and project delays.
  • Interacts with the General Services Administration (GSA) building manager or other appropriate individuals for problem resolution while assuring customers are kept informed as to service status.

Qualifications

To Qualify for the GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the Federal service, experience must include: (1) experience collaborating with General Services Administration (GSA) AND (2) experience interpreting and applying commercially and federal least real property guidelines and regulations such as the Federal Management Regulations and the Uniform Federal Accessibility Standards AND (3) experience with applying principles, practices, concepts and theories applicable to the full range of Space Management analyses, functions, designs and implementation AND (4) experience conducting or leading in the conduct of concurrent complex analysis on an extensive range or Space Management issues and activities performing a wide variety of work operations.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
